Sourcing cold-rolled steel sheet from China

Cold-rolled steel sheet from China on the non-coil lines below pays 0% UK duty. Heading 7209 ranges from 0% to 50%, with the higher rate on certain thin coils. Classification depends on width, thickness and whether the steel is coated or supplied in coils. Cambridge China Bridge sources cold-rolled steel sheet.

Sheet duty and the thin-coil distinction

Read from the UK Trade Tariff on 29 September 2026, heading 7209 covers flat-rolled iron or non-alloy steel at least 600 mm wide, cold-rolled and not clad, plated or coated. The table selects non-electrical sheet supplied outside coils and not further worked than cold-rolling.

The selected sheet lines show 0% duty for goods from China, with no anti-dumping or countervailing duty, suspension or attached import control recorded in the supplied tariff data. Across the heading, coil lines 7209 18 99 10 and 7209 18 99 90 show 50% and a steel measure. Do not apply those coil rates to the sheet lines above.

Confirm the commodity code using composition, width, thickness, finish and delivery form before ordering. Use UK import duty and VAT for the calculation method. For beams and sections, see the wider steel guide.

Specify forming performance and sheet flatness

State the steel grade and intended operation, such as bending, drawing or welding. Agree chemical composition, mechanical properties, delivery condition, thickness tolerance, width, cut length, squareness and flatness. Describe the surface finish and oiling, especially if the sheet will be painted or used for visible panels.

Ask for mill test records linked to each heat and bundle, and agree a trial using your tooling where forming performance matters. Specify moisture protection, supported bundles and handling arrangements that protect the edges. UK guidance says traders should be prepared to provide supply-chain documentation consistent with sanctions prohibitions; obtain traceable origin and processing records before shipment.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of non-electrical cold-rolled steel sheet under 7209 26 90 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match bundle labels and heat references to the order and mill records; check grade, composition and mechanical results.

Dimensions: measure thickness across sampled sheets, width and cut length; check squareness, flatness and edge burrs against the agreed tolerances.

Surface: inspect for rust, scratches, roll marks, dents and uneven oiling, including sheets inside the bundle.

Arrival: check wrapping for water entry, photograph damaged edges and compare bundle identity and weight with the packing list. Use our inspection guide to brief the checks.

What goes wrong

A supplier substitutes a harder grade that cracks during forming, or sheets meet average thickness but fail locally. Wavy edges, poor squareness and burrs cause cutting and assembly problems. Agree measurable acceptance criteria and test a representative sample before approving the shipment.

Moisture trapped inside bundles can leave rust hidden beneath clean outer sheets. Mixed heats and missing mill records make defects harder to trace. Confirm whether the quotation is for cut sheets or coils, and whether a coating has been added, because those details change the classification.

Frequently asked questions

What is the UK import duty on cold-rolled steel sheet from China?

The selected non-electrical, non-coil sheet lines show 0% duty. Heading 7209 ranges from 0% to 50%; the 50% lines in the supplied data are certain thin coils.

Is galvanised sheet covered by this guide?

No. Heading 7209 covers steel that is not clad, plated or coated. Tell your broker about any zinc, paint or other coating before confirming the code.

What should I ask the steel mill to provide?

Ask for heat-linked composition and mechanical test records, bundle identification, dimensional results and traceable origin and processing records.

How do I check cold-rolled sheet on arrival?

Check thickness, flatness, squareness, burrs and surface damage against the order. Inspect inside bundles for moisture and rust, and match labels to mill records.
