Sourcing cold-rolled blackplate from China

UK duty ranges from 0% to 50% across the relevant blackplate and adjacent sheet lines. Annealed blackplate coil under 7209 18 99 10 carries 50% outside the steel quota. Confirm the annealed condition, thickness and delivery form before choosing the code. Cambridge China Bridge sources cold-rolled blackplate.

Blackplate classification and the steel quota

Read from the UK Trade Tariff on 29 September 2026, heading 7209 covers uncoated cold-rolled iron or non-alloy steel flat products at least 600 mm wide. The tariff specifically identifies annealed blackplate in coils under 7209 18 99 10. Blackplate is an uncoated substrate; do not describe it as tinplate. The table includes nearby classifications for comparing delivery forms and specifications.

For goods from China, the supplied tariff record gives 50% for the annealed blackplate coil line and the adjacent other thin-coil line, both marked for the steel measure. The other selected lines show 0%. The steel measure provides 0% within an available quota and 50% outside it. No separate anti-dumping or countervailing duty, suspension or attached import control is recorded for these selected lines. Ask your broker to check quota access before shipment.

Confirm the commodity code against the mill certificate, actual thickness, annealing condition and whether the goods arrive in coils or sheets. A commercial description alone is insufficient for choosing between these lines. See the wider cold-rolled steel sheet guide for other products within the heading.

Specify annealing, temper and coating suitability

Write the steel grade, annealing route, temper or hardness, thickness and width tolerances, surface finish and oiling condition into the purchase specification. State whether the blackplate will be formed, plated or lacquered, and agree trial material for that process. Ask for chemistry and mechanical results linked to each coil.

Agree coil mass, bore, winding direction, edge condition and weld identification with the converter. For sheets, specify length, squareness and flatness. Set acceptance criteria for rust, scratches and surface contamination, and agree moisture protection and handling arrangements before dispatch.

UK government guidance advises importers to include contractual assurances that imports are not of Russian origin. Include that assurance in the purchase contract and request supporting mill-origin records as a sourcing check. Use factory verification to establish which mill actually rolls and anneals the material.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of annealed cold-rolled blackplate coil under 7209 28 90 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match coil or bundle markings to the packing list, grade, heat records and annealing records.

Dimensions: measure thickness across the width, check width and edge burrs, and inspect sheet flatness or coil winding as applicable.

Surface: inspect accessible faces and edges for red rust, scratches, embedded dirt and uneven oiling; photograph wet or damaged wrapping on arrival.

Process trial: check agreed hardness and forming behaviour, then trial cleaning and coating with the converter. Record findings using the quality inspection guide.

What goes wrong

A supplier substitutes material with a different annealing condition or temper, so a sample forms well but production splits or springs back. Surface oil or contamination can disrupt later coating, while damp wrapping leaves rust between layers. Agree how concealed defects will be documented when the coil is opened.

The invoice says only blackplate, leaving the broker without the thickness or delivery-form evidence needed for classification. Buyers can also budget for quota relief that is unavailable when the declaration is accepted. Confirm the classification and duty basis before committing; use UK import duty and VAT when comparing landed costs.

Frequently asked questions

What is the UK import duty on blackplate from China?

The supplied tariff record gives annealed blackplate coil under 7209 18 99 10 a 50% rate outside the steel quota. Available quota can give 0%; selected adjacent sheet lines show 0%.

Is cold-rolled blackplate the same as tinplate?

Blackplate is uncoated steel substrate. Tinplate has a tin coating. State the surface condition explicitly and check the classification if the mill offers coated material.

What should I ask the blackplate mill to certify?

Ask for grade, chemistry, annealing condition, hardness or temper and mechanical results linked to the supplied coils. Agree dimensions, finish and process trials separately.

How do I check blackplate when it arrives?

Photograph packing before opening, match coil identities to records, measure dimensions and inspect for rust or scratches. Check hardness and trial the material in the intended forming and coating process.
