Duty and refrigerant controls

Read from the UK Trade Tariff on 1 October 2026, heading 8476 covers automatic goods-vending machines and their parts. Relevant fresh milk machine lines carry 0% duty for goods from China, with no anti-dumping or countervailing measures and no suspensions recorded. The table includes alternative configurations and parts, rather than interchangeable codes for the same machine.

The tariff attaches restrictions on entry into free circulation concerning ozone-depleting substances and fluorinated greenhouse gas import controls to the refrigerated machine lines shown. The parts line also has fluorinated greenhouse gas controls. F-gas equipment imports must be labelled correctly, including empty equipment. Give your customs broker the refrigerant identity, charge and labelling documents to check quota and prohibition questions. For the ozone-depleting-substance control, the importer should confirm the declaration requirement with their customs broker.

Confirm the commodity code from whether the machine dispenses milk as a beverage, sells mixed packaged food, incorporates refrigeration or is a separately imported part. A line without integral refrigeration does not establish suitable milk storage conditions. See the wider cold drinks vending guide for related machines.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 October 2026.

Specify the milk path and cleaning method

Decide whether the machine dispenses bulk milk into the customer's bottle or sells sealed bottles. For bulk dispensing, specify tank access, agitation, pump type, portion settings, nozzle clearance, drip collection and drainage. Agree milk holding temperature, warm-site cooling performance, temperature recording and vending lockout when the agreed operating conditions are exceeded.

Ask for a material schedule and food-contact test evidence for the tank, hoses, seals and nozzle under the intended milk and cleaning conditions. Require a demonstrated cleaning procedure showing dismantling, access to joints and removal of milk residues. Specify cleaning chemicals, rinsing, replacement seals and operator instructions.

Confirm the applicable electrical safety, electromagnetic compatibility and UKCA or CE marking requirements with the relevant authority before placing the machines on the market. Obtain the model-specific declaration of conformity and test reports. Agree UK payment hardware before production. State whether the milk will be pasteurised or raw; raw drinking milk and raw cream sales are banned in Scotland. For raw cow's milk elsewhere, ask the Food Standards Agency to confirm the proposed sales setting before ordering.

Worked duty example

Illustrative example, not a quote: One refrigerated fresh milk vending machine; illustrative order, not a quotation under 8476 21 00 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Milk path: inspect tank welds, hose joints and seals; dismantle the nozzle and check for trapped liquid, leaks and surfaces that cannot be reached for cleaning.

Cooling: compare the display with an independent temperature reading during holding and repeated dispensing; test the agreed alarm and vending lockout functions.

Dispensing and payments: measure delivered portions with the intended milk and bottles; check foaming, splashing, drips, failed payments and refund behaviour.

Documents and arrival: match the model, refrigerant label, conformity marking and reports; inspect door seals, tank mountings and cabinet damage after unpacking. Use the quality inspection guide to plan checks.

What goes wrong

A cabinet temperature display can conceal a warmer tank or dispensing nozzle. Milk residue can remain behind seals, hoses can kink, and an unsuitable pump can cause foaming or inconsistent portions. A demonstration with water may miss these problems. Agree acceptance checks using the intended milk and cleaning routine.

A machine may accept payment while refusing a vend, dispense into the wrong bottle position or restart after a power interruption without the agreed checks. Test these sequences before shipment and on arrival. Match replacement hoses and seals to the approved material schedule.
