4% to 12%, with conditional suspensions

Read from the UK Trade Tariff on 29 September 2026, heading 1513 covers coconut, palm kernel and babassu oils and their fractions, whether refined or not, but not chemically modified. This guide focuses on non-solid fractionated coconut oil. Establish the manufacturing process before choosing a line. See the wider coconut and palm kernel oils guide for the rest of the heading.

The supplied snapshot records 4% for the selected industrial lines, 12% for other immediate packs not exceeding 1 kg, and 8% for other larger packs. It records 0% suspensions for 1513 19 30 20 under authorised-use supervision and for 1513 19 99 00. Both exclude mixtures and preparations containing these products. Authorised use requires the prescribed purpose. No anti-dumping or countervailing duty is recorded. Confirm suspension eligibility before costing the order.

The snapshot attaches waste import and export controls to these lines, and organic import controls to the non-industrial lines. For waste entering England under notification controls, the exporter must apply for consent in China; confirm the applicable route with your customs broker. For organic food, check certification and consignment documents as described below. Confirm the commodity code using composition, processing, intended use and immediate pack size.

Specify the fraction and its intended use

Specify coconut origin, the fractionation process, fatty-acid profile including caprylic and capric acids, and whether any other oil or additive is present. Ask whether processing includes chemical modification. Agree appearance, odour, viscosity, cloud point, moisture, acid value and peroxide value, with test methods and acceptance criteria. Request a batch certificate of analysis and retain an approved sample.

Separate food ingredients, cosmetic ingredients and finished cosmetic products in the purchase specification. For food use, account for food information, producer hygiene and oil-and-fat contaminant requirements. If the oil is sold as a finished cosmetic in Great Britain, its safety must be checked by a qualified safety assessor before it reaches consumers.

For organic food from China, the importing company must be based and certified in the UK. The certificate of inspection is issued by the exporter's control body. The tariff attaches an organic import control: confirm the required certificate and consignment paperwork with your approved control body and customs broker before shipment. Specify drum lining, closure, storage conditions and batch identification alongside the oil specification.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1 tonne of bulk fractionated coconut oil for cosmetic manufacture under 1513 19 30 90, invoiced at £4,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £6,500. Duty at 4% is £260. Import VAT at 20% is charged on the customs value plus duty, £6,760, so it is £1,352. Import taxes total £1,612; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £260 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: match the manufacturer, batch reference and processing declaration to the purchase specification; investigate any undisclosed blending or chemical modification.

Analysis: compare the batch certificate with independent sample results for fatty-acid profile, moisture, acid value and peroxide value.

Arrival condition: check clarity, odour and flow at the agreed inspection temperature; record clouding, sediment or differences from the retained sample.

Packing and documents: check seals, leaks, drum cleanliness, batch labels and net contents; reconcile invoices and analysis records, plus organic or waste documents where applicable.

What goes wrong

The word fractionated can conceal a different manufacturing process or composition. An oil that looks clear may have the wrong fatty-acid profile, contain another oil, or cloud during storage. Residual moisture, oxidation and odour transfer from unsuitable packing can make an otherwise matching sample unusable.

An ingredient specification also leaves gaps when the buyer intends to sell a finished cosmetic. Settle the sales use and safety assessment before approving retail packing. Check classification and suspension conditions before shipping, and compare arrival samples with the approved batch evidence. Use the inspection guide to plan sampling and record discrepancies.

Frequently asked questions

What is the UK import duty on fractionated coconut oil from China?

The selected non-solid lines carry ordinary duty of 4%, 8% or 12%. The snapshot records conditional 0% suspensions on 1513 19 30 20 and 1513 19 99 00. Confirm processing, use, pack size and suspension eligibility.

Does the name fractionated coconut oil establish the commodity code?

No. Obtain the composition and manufacturing process, including any chemical modification, and identify the intended use and immediate pack size before confirming the code.

Can I sell the imported oil as a skin oil?

If it is a finished cosmetic made available to consumers in Great Britain, a qualified safety assessor must check its safety first. A raw-material certificate of analysis does not replace that assessment.

What should I check for organic fractionated coconut oil?

The importer must be UK-based and certified. Confirm the certificate of inspection and shipment paperwork with your control body and customs broker. The certificate is issued by the exporter's control body.
