Ordinary duty and conditional suspensions
Read from the UK Trade Tariff on 29 September 2026, heading 1513 covers coconut, palm kernel and babassu oils and fractions, refined or unrefined but not chemically modified. This guide concerns coconut olein, the liquid coconut-oil fraction. The table shows candidate non-solid, non-crude coconut lines. Confirm the fraction and processing history rather than relying on the supplier's name. For solid fractions and related heading coverage, see coconut stearin.
Chinese-origin goods carry ordinary duty of 4% on the technical lines, 12% on other immediate packs not exceeding 1 kg, and 8% on other larger packs or bulk. The snapshot lists no anti-dumping or countervailing duty. It records 0.00% suspensions on 1513 19 30 20 and 1513 19 99 00, excluding mixtures and preparations. The former requires authorised-use customs supervision for specified manufacture; you must be authorised to claim that relief.
The tariff attaches waste import and export controls to these lines, and organic import controls to the other-use lines. Organic consignments need inspection certificates. Waste controls apply when the material is waste; notified waste entering England needs consent before shipment. Ask your broker to confirm the controls and suspension eligibility for the consignment. Match composition, use and immediate pack size when finding your commodity code.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Coconut olein for specified industrial manufacturing uses | 1513 19 30 20 | 4% | None |
| Coconut olein for other technical or industrial uses, excluding food manufacture | 1513 19 30 90 | 4% | None |
| Other coconut olein, immediate packs not exceeding 1 kg | 1513 19 91 00 | 12% | None |
| Other coconut olein, larger immediate packs or bulk | 1513 19 99 00 | 8% | None |
Specify the coconut fraction and its behaviour
Specify coconut olein explicitly, with the fractionation method, refining and deodorisation status, intended food or technical use, and any added oils or antioxidants. Ask for the fatty-acid profile and processing description to distinguish it from whole coconut oil, coconut stearin and products sold loosely as fractionated coconut oil.
Agree cloud point, melting behaviour and appearance at the intended storage temperature, together with acid value, peroxide value, moisture, insoluble impurities, colour and odour. Set acceptance criteria against an approved sample and trial the oil in your actual formulation. Specify sealed packing, storage conditions and remaining shelf life.
For food use, cooking oil must meet applicable food hygiene and compositional standards. Food-contact packaging is also controlled. For organic imports, your company must be based and certified in the UK, and each consignment needs an inspection certificate from the relevant overseas control body. Confirm the proposed exporter and certificate route with your organic control body before ordering.
Worked duty example
Illustrative example, not a quote: 20 tonnes of bulk food-grade coconut olein for a small ingredient wholesaler; illustrative order and values under 1513 19 99 00, invoiced at £30,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £32,500. Duty at 8% is £2,600. Import VAT at 20% is charged on the customs value plus duty, £35,100, so it is £7,020. Import taxes total £9,620; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,600 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: match batch numbers, the production description and fatty-acid results to the approved coconut olein specification; investigate undeclared blends or a different fraction.
Performance: check clouding and melting behaviour under the agreed conditions, then compare acid value, peroxide value, moisture and odour with the purchase specification.
Packing: inspect seals, leakage, drum cleanliness and net contents on arrival; check that storage records and batch markings match the shipment.
Documents: match the analysis certificate, invoice and packing list to the delivered batch; check organic certificates where applicable and confirm the tariff controls with your broker. Use quality inspection to define sampling before dispatch.

What goes wrong
A sample pours as expected but the delivered batch clouds or crystallises under the buyer's storage conditions. Other failures include a different fraction, undeclared blending, rancid odour, moisture contamination and leaking seals. Test a retained sample under the agreed conditions before deciding whether the batch meets the specification.
A supplier's generic coconut-oil description can conceal a classification difference, while a suspension is assumed to cover a blend or an unsuitable industrial use. Missing organic documents create another avoidable problem. Agree the product description, batch acceptance checks and customs route before loading.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on coconut olein from China?
Ordinary duty is 4% for technical uses, 12% for other immediate packs not exceeding 1 kg, and 8% for other bulk or larger packs. Qualifying suspensions are 0.00%; confirm the code and conditions.
Is coconut olein the same as coconut stearin?
Olein is the liquid fraction; stearin is the solid fraction. Ask for the fractionation description, fatty-acid profile and agreed clouding and melting behaviour before approving a sample.
Can I import organic coconut olein from China?
Your importing company must be based and certified in the UK. Organic consignments need inspection certificates. Confirm the exporter and certificate route with your organic control body before ordering.
Does new coconut olein need waste shipment consent?
Waste shipment controls apply if the material is waste. The tariff attaches a waste control, so confirm its application with your broker. For notified waste entering England, consent is needed before shipment.
