Babassu oil from China carries UK duty of 2% to 12%, depending on processing, use and pack size. Oil sold directly as a cosmetic in Great Britain needs a Responsible Person and assessment by a qualified safety assessor before sale. Cambridge China Bridge sources babassu oil.

Babassu oil duty by grade and use

Read from the UK Trade Tariff on 29 September 2026, heading 1513 covers coconut, palm kernel and babassu oils and fractions, refined or not, but not chemically modified. For babassu oil from China, crude non-food industrial oil carries 2%; other crude oil carries 6% in larger packs or 12% in packs not exceeding 1 kg. Solid fractions carry 10% or 12%. Other non-food industrial oil carries 4%; other oil carries 8% in larger packs or 12% in small packs.

The relevant babassu lines show no anti-dumping or countervailing duty and no suspension. The suspended industrial lines expressly describe palm kernel oil. The tariff attaches waste import controls: waste shipment controls apply only if the material is waste. For oil from China that is waste, confirm the applicable procedure with your customs broker. Where notification controls apply to imports into England, the exporter must apply to the dispatch country's competent authority for consent.

The non-industrial lines also attach organic import controls. Organic food oil from China needs a Great Britain certificate of inspection for each consignment; check the exporter’s control body and export country against the non-UK organic registers. Confirm processing, use and immediate pack size with the commodity code guide. For the wider heading, see coconut and palm kernel oils.

Specify babassu identity, refining and intended use

Specify babassu oil rather than a generic palm-derived oil. Ask for botanical identity, the source of the raw oil, extraction and refining records, and any blending or added antioxidants. Identify the Chinese supplier's role as producer, refiner or packer. Agree whether you need crude oil, refined and deodorised oil, or a separated fraction.

Set acceptance criteria for fatty-acid profile, acid value, peroxide value, moisture, impurities, colour, odour and melting behaviour. Agree test methods, sampling, drum lining, seals and storage conditions. Trial the approved sample in your soap or cosmetic formulation before accepting a production batch.

If the oil is sold directly as a cosmetic to consumers in Great Britain, it needs a Responsible Person with a UK established address, assessment by a qualified safety assessor and notification to OPSS before sale. A bulk ingredient analysis does not replace that finished-product assessment. For food use, unsafe oil must not be placed on the market.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1 tonne of refined babassu oil in drums for soap manufacture under 1513 29 30 90, invoiced at £4,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £6,500. Duty at 4% is £260. Import VAT at 20% is charged on the customs value plus duty, £6,760, so it is £1,352. Import taxes total £1,612; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £260 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: check the batch certificate and independent fatty-acid profile against the approved babassu sample and declared composition.

Condition: check acid value, peroxide value, moisture and odour against the agreed specification; examine melting behaviour under the agreed test conditions.

Packing: check drum cleanliness, lining, seals, leakage and batch markings on arrival. Match the delivered net contents to the packing list.

Documents: check batch analysis, refining records and intended use against the order and customs description. For organic food oil, check the consignment certificate of inspection. Use the inspection guide to agree sampling.

What goes wrong

A generic description conceals substitution or blending, a deodorised sample is followed by a more strongly scented batch, or oxidation changes the oil during storage and transport. An oil that passes appearance checks may still perform differently in a soap or cosmetic formulation. Hold questionable batches for analysis before use.

Customs problems arise when crude oil, refined oil and solid fractions are treated as interchangeable, or a palm-kernel suspension is assumed to cover babassu. Organic paperwork and the distinction between a bulk ingredient and a consumer cosmetic should be settled before dispatch.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
