Sourcing flax shive particleboard from China

Flax shive particleboard from China carries a flat 6% UK duty. The supplied tariff data shows no anti-dumping or countervailing duty. For construction panels, confirm with the relevant authority whether the applicable standard requires a declaration of performance and conformity marking. Flax shive board: a flat 6% duty

Heading 4410 covers particleboard and similar board of wood or other ligneous materials, whether or not bonded with resin. Flax shive particleboard belongs to the other-materials category rather than the wood-only branch. The table shows finish variants sharing 4410 90 00 00, rather than separate tariff lines. For the wider heading, see our bamboo particleboard guide.

Read from the UK Trade Tariff on 1 October 2026, the supplied data records 6% duty for goods from China under 4410 90 00 00. It shows no anti-dumping or countervailing measures, suspensions or attached import controls for that line. Import VAT is normally 20%; see UK import duty and VAT.

Confirm the commodity code using the actual core composition, binder, facing and supplied form. Ask the factory to identify any wood mixed into the flax shives. Wood veneer changes the classification: veneered particleboard is classified under heading 4412.

Specify the flax core, binder and intended use

Write the flax shive content, any wood content, binder type and facing into the purchase specification. Agree sheet dimensions, thickness tolerances, density, moisture condition and edge finish. Keep an approved sample, including a cut section showing the core. Ask for test results covering the same composition and thickness as the order.

Specify whether the board is for furniture, interior fitments or construction, and whether it will encounter humidity or carry loads. For construction panels in Great Britain, confirm with the relevant authority which standard applies and whether a declaration of performance and CE or UKCA marking are required. CE marking remains available for construction products in Great Britain. Match the declared use, formaldehyde performance and reaction to fire to the panel being supplied.

Arrange testing and certification around the intended application. Ask for bending, internal bond, thickness swelling and formaldehyde results. If screw fixing, machining or edge banding matters, trial those operations on the approved board before accepting production.

Worked duty example

Illustrative example, not a quote: Illustrative container shipment of flax shive particleboard under 4410 90 00 00, invoiced at £16,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 6% is £1,170. Import VAT at 20% is charged on the customs value plus duty, £20,670, so it is £4,134. Import taxes total £5,304; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,170 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Core: compare cut sections with the approved sample and composition declaration; check for inconsistent particles, loose layers and contamination.

Dimensions: measure thickness across each sampled sheet, check squareness and flatness, and inspect edges for crumbling or damage.

Performance: check batch test results against the agreed bending, internal bond, swelling and formaldehyde criteria; trial the intended fixings.

Arrival condition: inspect wrapping, dampness, mould, swollen edges and damaged corners before releasing stock. Record batch identities and photographs through your inspection process.

What goes wrong

A supplier can change the shive mix or binder while keeping the same product name. That can change density, machining behaviour and bond strength. Poorly bonded cores crumble at cut edges or fail around fixings; uneven sanding leaves thickness variation that shows during assembly.

Moisture can swell edges, distort sheets and weaken the facing bond. A report for a different core or thickness does not establish the performance of the delivered board. Compare production samples with the approved sample, match reports to the supplied panel and record arrival defects before machining.

Frequently asked questions

What is the UK import duty on flax shive particleboard from China?

The supplied tariff data records 6% under 4410 90 00 00, with no anti-dumping or countervailing duty, suspension or attached import control.

Can flax shive particleboard be used in construction?

Check the intended use and declared performance. For construction panels, confirm with the relevant authority whether the applicable standard requires a declaration of performance and CE or UKCA marking; a furniture sample alone is insufficient.

Does a wood veneer change the commodity code?

Yes. HMRC guidance classifies veneered particleboard under heading 4412. Confirm the complete panel construction before declaring the goods.

What should I test before buying flax shive board?

Check bending strength, internal bond, moisture, thickness swelling and formaldehyde against the agreed specification. Trial screw fixing, cutting and edge banding for your application.
