Particleboard and OSB from China
Particleboard (chipboard), melamine-faced board and oriented strand board from China pay 6% UK duty with no anti-dumping duty. Board grades are specified to BS EN 312 (P1 to P7) and BS EN 300 (OSB/1 to OSB/4); construction use needs a declaration of performance to EN 13986, and the UK Timber Regulations 2013 require due diligence. A flat 6%
Read from the UK Trade Tariff on 26 September 2026, particleboard raw or sanded, surface-covered with melamine-impregnated paper or decorative plastic laminate, oriented strand board and waferboard, and board of other ligneous materials carried 6% duty on goods from China, with no anti-dumping measure. The tariff also asks for the volume in cubic metres as a supplementary unit.

Grades, construction use and timber legality
Particleboard is specified to BS EN 312, whose types P1 to P7 run from general-purpose board for dry conditions to heavy-duty load-bearing board for humid conditions, and OSB to BS EN 300, from OSB/1 for interior fitments to OSB/4 for heavy-duty load-bearing use in humid conditions. Board used in construction is covered by the harmonised standard EN 13986, so under the Construction Products Regulation as it applies in Great Britain it needs a declaration of performance and UKCA or CE marking stating the formaldehyde class, usually E1, and the reaction to fire.
Particleboard and OSB are within the UK Timber Regulations 2013, so the business placing them on the GB market must know the species and country of harvest and carry out due diligence on the risk of illegal timber. Ask the mill for its wood sources and any FSC or PEFC chain of custody certificate, and match the claim to the invoice.
Worked duty example
For a made-up shipment of a container of melamine-faced particleboard under 4410 11 30 00, add the £3,500 of freight and insurance to the £16,000 free-on-board price and customs sees £19,500. At 6%, duty on these melamine-faced particleboard is £1,170; import VAT of £4,134 is 20% of the value with duty added. Together that is £5,304, but a VAT-registered importer usually gets the VAT back. Duty is charged on value, although the tariff also asks for the volume in cubic metres as a supplementary unit. What goes wrong
Panel shipments fail on moisture, strength and emissions. Boards swell or warp after weeks in a humid container; a P2 board is supplied where a moisture-resistant P3 or OSB/3 was ordered; the internal bond is weak so screws pull out and edges crumble when machined; melamine faces chip, show pressure marks or vary in colour between batches; and formaldehyde emissions exceed the E1 class declared.
Test sampled boards for density to EN 323, moisture content to EN 322, thickness swelling after 24 hours in water to EN 317, internal bond to EN 319 and bending strength to EN 310 against the grade ordered, measure thickness and squareness to EN 324-1, ask for formaldehyde results by the EN 717-1 chamber method or EN 120, and check faces, edges, pallet wrapping and dunnage before loading.
