Duty and the non-wood board line

Heading 4410 covers particleboard and similar board of wood or other ligneous materials, whether or not bonded with resins or other organic binders. Hemp-shive particleboard uses the woody inner part of the hemp stalk. The relevant candidate is 4410 90 00 00, for other ligneous materials. The table shows product variants under this single tariff line.

Read from the UK Trade Tariff on 1 October 2026, the supplied facts show 6% duty for goods from China, with no anti-dumping or countervailing measure, suspension or attached import control. This describes the tariff snapshot; it does not establish suitability for a particular building application.

Give your broker the hemp and wood composition, binder, facing and intended use to confirm the commodity code. For wider heading context, see flax-shive particleboard.

Specify the shive, binder and intended use

Specify hemp-shive content, any wood or other plant material, binder type, sheet dimensions, thickness tolerance, density, moisture condition and surface finish. Approve a cut sample showing the core as well as the face. Agree measurable requirements for bending, internal bond, thickness swelling and screw holding against the intended furniture or lining application.

For construction use, establish whether the actual panel is covered by the construction panel standard discussed in our published background. Confirm with the relevant authority whether a declaration of performance and conformity marking are required, and what formaldehyde and reaction-to-fire performance should be declared. CE marking continues to be available for construction products placed on the Great Britain market. Match supporting reports to the hemp-shive formulation being ordered.

Worked duty example

Illustrative example, not a quote: An illustrative container shipment of hemp-shive particleboard under 4410 90 00 00, invoiced at £16,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 6% is £1,170. Import VAT at 20% is charged on the customs value plus duty, £20,670, so it is £4,134. Import taxes total £5,304; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,170 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Core: cut sampled sheets and compare shive distribution, voids, contamination and binder coverage with the approved sample.

Dimensions: measure thickness across the sheet, check squareness and inspect edges for crumbling or damage during machining.

Performance: check moisture and density, and commission internal bond, bending, swelling and formaldehyde tests against the agreed specification through testing and certification.

Arrival: inspect packs for wet wrapping, mould, bowed sheets, crushed corners and loose facings before processing the boards.

What goes wrong

A sample can conceal a weak or uneven core. Changes in shive size, wood content or binder can alter machining and screw holding; damp packs can arrive swollen or bowed. Cut production samples and compare their test results with the approved formulation before shipment.

A generic wood-particleboard report may not describe the hemp-shive panel supplied. Check product identification, composition, thickness, facing and intended use throughout the reports and declarations. Keep arrival photographs and samples from affected packs to support any claim.
