Sourcing engine valve seat inserts from China
Engine valve seat inserts for petrol and diesel engines normally carry 2% UK duty from China. Confirm the engine application and drawing before classification. For consumer sales, do not sell inserts you know or should know are unsafe. Cambridge China Bridge sources engine valve seat inserts.

UK duty on engine valve seat inserts
Read from the UK Trade Tariff on 30 September 2026, heading 8409 covers parts suitable solely or principally for the specified piston engines. For separate valve seat inserts, the candidate codes are 8409 91 00 90 for spark-ignition engines and 8409 99 00 90 for diesel engines. The table separates inlet and exhaust applications within these shared codes.
Both candidate codes carry 2% duty for goods from China. The supplied record lists no anti-dumping or countervailing duty and no attached import controls for these lines. It records narrowly described suspensions for other components, including some under authorised use. Those descriptions do not establish relief for ordinary valve seat inserts; budget at 2%.
Ask your customs broker to confirm the commodity code against the drawing, material and engine application. A separate seat insert should not be treated as a complete inlet or exhaust valve simply because it contacts the valve. For the wider valve family, see sourcing engine valves.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Inlet valve seat inserts for spark-ignition engines | 8409 91 00 90 | 2% | None |
| Inlet valve seat inserts for diesel engines | 8409 99 00 90 | 2% | None |
Specify seat material, interference and machining
Identify the engine, cylinder-head material, fuel and inlet or exhaust position. Supply a controlled drawing showing outside diameter, bore, height, chamfers, roundness and surface finish. State whether the insert is a machining blank or has a finished seating face, and define the machining allowance and intended valve contact geometry.
Agree the alloy, cast or sintered construction, heat treatment and hardness measurement method. Specify the interference fit against the actual cylinder-head pocket, with dimensions checked under agreed temperature conditions. Approve a measured sample and trial installation with the engine rebuilder before releasing production.
For car and small-van components, check the restrictions on cadmium, lead, mercury and hexavalent chromium, including applicable exemptions. Replacement parts for vehicles placed on the UK market before 1 July 2003 are excluded from this requirement. Request material evidence linked to the seat-insert batch.
Worked duty example
Illustrative example, not a quote: Illustrative batch of replacement petrol-engine valve seat inserts for an engine rebuilding business under 8409 91 00 90, invoiced at £3,000 free on board, with £400 of freight and insurance to the UK. The customs value is £3,400. Duty at 2% is £68. Import VAT at 20% is charged on the customs value plus duty, £3,468, so it is £693.60. Import taxes total £761.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £68 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Dimensions: measure outside diameter, bore, height, roundness and chamfers against the approved drawing. Check machining allowance and separate inlet, exhaust and repair-size variants.
Material: match alloy certificates and heat-treatment records to the batch. Check hardness using the agreed method and locations; investigate results that differ from the approved sample.
Installation and sealing: trial-fit samples in the intended head pocket using the agreed installation procedure. After finish machining, check seat retention, contact pattern, concentricity and leakage with the matching valve.
Arrival: inspect for cracks, chipped edges, corrosion and damaged seating surfaces. Match pack labels to part numbers and batch records before mixing stock. Plan sampling through the quality inspection guide.

What goes wrong
A seat ring can match the catalogue reference but have the wrong outside diameter or machining allowance. Insufficient interference can allow movement; excessive interference can damage the insert or cylinder head. Unsuitable material, poor contact geometry or machining damage can cause leakage, recession or cracking.
Keep suspect batches separate and compare dimensions, material records and trial-installation results with the approved sample. For consumer sales, you must not sell inserts you know or should know are unsafe. Agree how the supplier identifies and contains a defective production batch before ordering.

Frequently asked questions
What is the UK import duty on engine valve seat inserts from China?
The candidate petrol and diesel engine-parts codes both carry 2% duty. The supplied record shows no anti-dumping or countervailing duty; its suspension descriptions do not establish relief for ordinary seat inserts.
Are valve seat inserts classified as engine valves?
A separate seat ring is a different component from the moving valve. Confirm the engine application and drawing with your broker; the residual petrol or diesel engine-parts line is the starting point.
What should I send a Chinese valve seat insert factory?
Send the engine application, head material, fuel, inlet or exhaust position, drawing, alloy, hardness method, interference fit and machining allowance. Identify repair-size variants separately.
How do I check valve seat inserts before fitting?
Check dimensions, roundness, material records and hardness. Trial-install samples in the intended head, then check retention, finished contact geometry and leakage with the matching valve.
