Sleeve classification and conditional relief

Read from the UK Trade Tariff on 29 September 2026, heading 4015 covers apparel and clothing accessories of vulcanised rubber other than hard rubber. Electrical insulating rubber sleeves belong in the other-articles line, 4015 90 00 00, subject to confirmation of their construction. The table shows sleeve configurations within the same commodity line.

The line carries 4% duty for goods from China, with no anti-dumping or countervailing measure and no attached import control in the supplied tariff extract. Its 0.00 % suspension applies only to protective unisex garments made of rubber sheeting, textile reinforced rubber or textile backed rubber. Do not assume that moulded insulating sleeves qualify; ask your broker to check the suspension wording against the actual product.

Give your broker the material specification, photographs and intended protective use to confirm the commodity code. For the related glove family within this heading, see electrical insulating rubber gloves.

Specify arm coverage and electrical protection

Specify wearable arm sleeves, rather than cable sleeves or insulating tubing. Agree the claimed protection class and operating voltage, rubber composition, straight or bent shape, arm length, cuff openings and attachment arrangement. Approve fit with the gloves and clothing the buyer intends to use. Ask for electrical test evidence identifying the exact sleeve model and production batch.

For supply in Great Britain, protective sleeves fall within personal protective equipment rules. Before placing them on the market, the importer must check that the manufacturer has carried out the appropriate conformity assessment and prepared technical documentation. The sleeves need the relevant conformity marking and declaration of conformity. CE and UKCA routes are available, subject to their applicable requirements.

The importer must ensure that instructions and safety information are clear, legible and in easily understandable English. Importer identification includes a name and postal address on the equipment, with the permitted alternative where this is not possible. Agree the sleeve artwork and instruction pack before production.

Worked duty example

Illustrative example, not a quote: 20 pairs of electrical insulating rubber sleeves; illustrative order and values under 4015 90 00 00, invoiced at £2,600 free on board, with £910 of freight and insurance to the UK. The customs value is £3,510. Duty at 4% is £140.40. Import VAT at 20% is charged on the customs value plus duty, £3,650.40, so it is £730.08. Import taxes total £870.48; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £140.40 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match model, size, claimed protection class and batch references to the approved sample, conformity documents and electrical test records.

Rubber condition: inspect the inner and outer surfaces for cuts, pinholes, cracks, embedded particles, tackiness and damage around attachment tabs.

Fit and coverage: check arm length, cuff openings, freedom of movement and overlap with the intended gloves and clothing.

Packing and instructions: check that sleeves are not sharply folded or trapped under carton edges, and that the agreed markings and English instructions accompany the goods.

What goes wrong

A report for gloves or another sleeve model may be supplied instead of evidence for the sleeves ordered. A printed voltage claim may disagree with the documents, while an approved sample may use a different rubber compound from production. Match the product identity throughout the evidence pack before accepting the batch.

Poor fit can leave an exposed gap at the glove cuff or restrict movement. Rough attachment edges and packing creases can damage the rubber. Inspect arrival stock against the approved sample and resolve electrical test discrepancies before release; a visual check cannot establish electrical insulation performance.

Frequently asked questions

What is the UK import duty on insulating rubber sleeves from China?

4015 90 00 00 carries 4%. A conditional 0% suspension covers specified protective unisex garments; have your broker confirm whether the actual sleeves qualify. The supplied extract lists no trade remedy.

Can insulating sleeves use CE marking in Great Britain?

Yes, the official protective equipment guidance recognises CE marking alongside UKCA. Check the applicable conformity assessment and declaration for the exact sleeve model.

Will a rubber glove test report cover sleeves?

Ask for evidence identifying the sleeve model you are buying. Do not accept a glove report as proof of sleeve performance.

What should I check when insulating sleeves arrive?

Match the model and batch to the documents, inspect rubber surfaces and attachment points, and check fit and coverage with the intended gloves. Compare electrical test records with the agreed specification.
