Diesel city bus duty depends on engine capacity

Read from the UK Trade Tariff on 30 September 2026, heading 8702 covers motor vehicles carrying ten or more persons, including the driver. This guide covers city buses powered only by a diesel engine. The listed new and used vehicles pay 16% duty above 2,500 cm³ and 10% at or below that capacity. No anti-dumping duty, countervailing duty or suspension is listed for these lines.

These lines attach fluorinated greenhouse gas import controls, plus waste import controls on used vehicles. Guidance includes vehicle air-conditioning within pre-charged equipment; ask your customs broker to confirm refrigerant-specific requirements for China imports. If a vehicle is waste subject to notification, the exporter applies for consent in China; ask your customs broker to confirm which dispatch, destination and transit authorities need to consent before shipment. Confirm applicability with your broker. Cultural-object and waste export measures are also listed; ask the broker to distinguish these from import requirements.

Confirm diesel-only propulsion, engine capacity, passenger capacity and new or used condition with the commodity-code guide. For wider coverage within this heading, see diesel coaches. For hydrogen propulsion, see our hydrogen fuel-cell bus sourcing guide.

Specify the city-service layout and approval

Agree right-hand drive, left-side passenger doors, seated and standing capacity, aisle layout and wheelchair access before requesting a factory proposal. Specify floor layout, kneeling suspension, ramp operation, handrails, stop-request buttons and destination displays. Ask for drawings showing boarding areas and passenger circulation, alongside engine, transmission and cooling specifications for stop-start service. For double-deck layouts, see our guide to sourcing double-decker buses from China.

Settle the approval route before ordering and obtain evidence covering the actual engine, chassis and body configuration. Proof of approval is needed to register and tax an imported vehicle. For new buses carrying more than 22 passengers on local or scheduled services in Great Britain, confirm with the relevant authority whether the Public Service Vehicles Accessibility Regulations 2000 apply and whether any exemptions are available. Check the applicable wheelchair-space, boarding-device, handrail and destination-display requirements against the proposed build. For school transport, see our school bus sourcing guide.

Agree access to diagnostic tools, replacement door mechanisms, suspension parts and English maintenance documents. Specify heating and air-conditioning performance under the intended passenger load, and ask the factory to identify the refrigerant and charge. Use factory verification to assess the manufacturer's ability to build and support the agreed configuration.

Worked duty example

Illustrative example, not a quote: An illustrative order for a single-deck diesel city bus; values are illustrative, not a quotation under 8702 10 11 00, invoiced at £100,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £102,500. Duty at 16% is £16,400. Import VAT at 20% is charged on the customs value plus duty, £118,900, so it is £23,780. Import taxes total £40,180; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £16,400 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity and documents: match the vehicle identification number, engine capacity, body layout and approval evidence to the order.

Boarding and passenger area: operate doors, kneeling suspension and the ramp repeatedly; check wheelchair access, handrails, stop-request buttons and displays against the drawings.

Engine and chassis: observe a cold start, check leaks and warning lights, and test transmission, braking and suspension operation; review service records for used buses.

Arrival condition: compare glazing, panels, tyres, underbody corrosion and loose equipment with the pre-shipment record; photograph damage and test heating and air-conditioning.

What goes wrong

A bus can match the catalogue while its engine, door layout or body conversion differs from the approval evidence. A ramp may deploy correctly yet leave too little manoeuvring space inside. Test the complete boarding sequence and passenger layout before shipment, rather than accepting separate component demonstrations. For custody conversions, see our prisoner transport bus sourcing guide.

Cooling, door mechanisms and suspension need checking under the intended city-service conditions. Agree spare parts and diagnostic access before dispatch. For used buses, obtain repair records and underbody photographs; a running engine does not establish that waste controls are irrelevant. Confirm the waste-control position with your customs broker before buying a damaged or incomplete vehicle.
