Prisoner bus duty follows the drivetrain

Read from the UK Trade Tariff on 30 September 2026, heading 8702 covers vehicles for ten or more persons, including the driver. This guide covers prisoner transport buses with at least ten seats including the driver. Goods from China carry 10% or 16% duty depending on propulsion and engine capacity. The supplied lines list no anti-dumping duty, countervailing duty or suspension.

The tariff attaches fluorinated greenhouse gas import controls, with waste import controls on used lines. Official guidance includes vehicles with air-conditioning within pre-charged equipment; ask your customs broker to confirm refrigerant-specific requirements for imports from China. In England, waste subject to notification cannot ship until dispatch, destination and transit authorities have consented. Confirm whether a used bus is waste before buying. The file also lists cultural-object and waste export measures; ask the broker to distinguish these from import requirements.

Confirm propulsion, engine capacity, total seating and new or used condition using the commodity-code guide. The descriptions below apply only to the stated prisoner transport configuration. For the wider diesel vehicle category within this heading, see diesel minibuses.

Specify the completed custody conversion

Agree a seating plan showing the driver, escort staff and detainees, with at least ten seats in total. Specify compartment layout, partitions, seat and belt fittings, staff access, door controls and emergency evacuation arrangements. Request drawings of the completed conversion, including ventilation paths and access for cleaning and maintenance. State right-hand-drive configuration, door position, loaded operating conditions and the intended service.

Settle the vehicle approval route before ordering. Proof of approval is needed to register and tax an imported vehicle. Ask for evidence covering the actual chassis, drivetrain, seating and converted body. Agree the operator's custody specification separately, including compartment observation, communications, temperature control, spare locks and maintenance documents. Use testing and certification support to review the proposed evidence before shipment.

Worked duty example

Illustrative example, not a quote: An illustrative order for a new diesel prisoner transport bus with at least ten seats including the driver; values are illustrative, not a quotation under 8702 10 11 00, invoiced at £100,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £102,500. Duty at 16% is £16,400. Import VAT at 20% is charged on the customs value plus duty, £118,900, so it is £23,780. Import taxes total £40,180; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £16,400 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the vehicle identification number, drivetrain, seating plan and completed body to the order and approval evidence.

Compartment fittings: check partitions, seats, belts, hinges, locks and exposed edges against the agreed drawings; demonstrate staff access and the agreed evacuation procedure.

Ventilation and communications: operate heating, cooling, compartment airflow, lighting and staff communications; record faults and check maintenance access.

Arrival condition: compare glazing, bodywork, tyres, underbody, keys and loose equipment with the factory inspection record; photograph damage and repeat functional checks.

What goes wrong

A factory may offer approval paperwork for the base bus while supplying a different seating layout or custody body. Resolve differences before shipment. Partitions can obstruct airflow or access, locks can bind after body movement, and fittings can leave surfaces difficult to clean. Demonstrate the completed compartment layout with the operator before accepting it.

For used buses, request service records, repair history and underbody photographs alongside a functional inspection. A running engine does not settle waste status. Confirm the tariff's waste-control applicability with the customs broker before buying a damaged or incomplete vehicle.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For machinery and equipment, see machinery imports.
