6% on rubber belting

Read from the UK Trade Tariff on 26 September 2026, conveyor belts of vulcanised rubber, whether reinforced with steel cord, textile or other materials, and endless V-belts, V-ribbed belts and synchronous belts of every circumference carried 6% duty on goods from China, with no anti-dumping measure. V-ribbed belts of 60 to 180 cm and 180 to 240 cm for use in manufacturing vehicles of chapter 87 enter at 0% to 31 December 2028 under an authorised-use suspension.

Belts of PVC or polyurethane are plastic articles of heading 3926, and textile belting of heading 5910, so the material of the cover and carcass decides the code. Confirm the commodity code. Our rubber hose guide covers other rubber goods for plant.

Standards for belts

Textile-carcass conveyor belts are specified to BS EN ISO 14890 and steel cord belts to BS EN ISO 15236-1, with cover grades classified under ISO 10247. Belts in fire-risk areas are tested for flammability to ISO 340 and for electrical conductivity to ISO 284, and belts for underground mines must meet EN 14973. State the grade, carcass type, number of plies, cover thicknesses, width and tensile rating on the order.

Classical and narrow V-belts are made to the section and length system of ISO 4184, and synchronous belts to ISO 5296 for the trapezoidal tooth profiles, while many metric and curvilinear profiles are specified by the manufacturer's data. Matched sets for multi-belt drives should be ordered as matched, because small length differences overload one belt.

Worked duty example

Take a hypothetical order of 12 rolls of EP fabric conveyor belt, entered under 4010 12 00 00: £24,000 free on board plus £3,500 of freight and insurance gives a customs value of £27,500. The 6% duty on textile-reinforced conveyor belts comes to £1,650, and import VAT is 20% of £29,150, which is £5,830. If you are VAT-registered you normally reclaim the £5,830, leaving £1,650 as the real cost at the border. PVC or PU food-grade belting is classified as a plastic article in heading 3926 instead, also at 6% on the same value, while woven textile belting of heading 5910 is 4%. What goes wrong

Conveyor belts fail early when covers are thinner than ordered, rubber is filled with reclaim so abrasion loss is high, fabric plies are fewer or weaker than the rating, ply adhesion is poor so layers separate at the splice, and edges are uneven so the belt tracks badly. Fire-resistant grades turn out to be tested on a different construction. V-belts crack at the base, stretch or arrive with lengths outside the set.

Measure width and cover thickness across each roll, cut samples from the first rolls for full-thickness tensile strength to ISO 283, ply adhesion to ISO 252 and abrasion to ISO 4649, and match any ISO 340 or ISO 284 report to the exact belt construction. Check V-belt and timing belt lengths and tooth pitch on a gauge and inspect rolls for edge damage before loading.
