Sourcing conductive vinyl flooring from China

Conductive vinyl flooring from China carries 6% UK duty across the relevant PVC lines, with no listed trade remedy. Construction-product performance declarations apply to resilient flooring; agree electrical resistance and installation details separately. Cambridge China Bridge sources conductive vinyl flooring.

Duty depends on the flooring construction

Heading 3918 covers plastic floor coverings in rolls or tiles, whether self-adhesive or otherwise, and certain plastic wall or ceiling coverings. Conductive vinyl flooring falls within its PVC family. The table separates supported constructions from other PVC flooring; sheet or tile format alone does not decide the code. For wall coverings, see our guide to sourcing PVC wallcoverings.

Read from the UK Trade Tariff on 30 September 2026, both relevant PVC lines carried 6% duty for goods from China. Neither lists anti-dumping or countervailing duty, a suspension or an import control. The other-plastics line carries a fluorinated greenhouse gas control; it is outside this vinyl selection, and importers considering that line should confirm the requirement with their customs broker.

Give your broker the composition, backing and cross-section before confirming the commodity code. For the wider product family, see commercial sheet vinyl and safety flooring. For stair coverings, see our guide to sourcing PVC stair treads. For dance applications, see our guide to sourcing vinyl dance flooring. For sports applications, see our guide to sourcing vinyl sports flooring. For vinyl composition tiles, see our vinyl composition tile sourcing guide.

Specify resistance and the installation system

Write down the intended room use, sheet or tile format, dimensions, thickness, backing, colour and surface finish. Ask the project designer to define the electrical resistance acceptance criteria, test method and conditioning. Specify which measurements concern loose material and which concern the installed floor. Do not accept an 'antistatic' description as evidence that the offered product meets your conductive-floor specification.

Request electrical test reports identifying the exact construction and batch. Agree the conductive adhesive, earthing arrangement, seam treatment and cleaning instructions with the installer before ordering. Ask whether the factory's reported results used the same installation materials.

Confirm with the relevant authority whether the resilient flooring needs a construction-product declaration of performance and which characteristics it should cover, such as reaction to fire, slip resistance and formaldehyde release. Match any applicable declaration and supporting reports to the ordered product. Legitimately CE-marked construction products can continue to be supplied in Great Britain without an additional UK marking. Confirm with the relevant authority which UK REACH restrictions apply to phthalate plasticisers in the supplied plasticised material; ask for evidence covering the supplied formulation.

Worked duty example

Illustrative example, not a quote: Illustrative project batch of conductive vinyl floor tiles under 3918 10 90 90, invoiced at £10,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £11,000. Duty at 6% is £660. Import VAT at 20% is charged on the customs value plus duty, £11,660, so it is £2,332. Import taxes total £2,992; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £660 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Electrical results: compare production samples with the agreed resistance criteria and conditioning; record the method, sample identity and results.

Dimensions and finish: measure thickness and dimensions, compare colour with the approved sample, and inspect curling, surface damage and backing consistency.

Installation trial: assemble a sample area using the specified adhesive and seam treatment; have the installer check the proposed earthing details and installed performance.

Arrival and records: check dry packaging, undamaged roll edges or tile corners, and batch labels matching the reports. Keep reference samples for repeat orders; arrange quality inspection against the written specification.

What goes wrong

A report for a different flooring construction leaves the actual batch unproven. A loose sample result also leaves installed performance unresolved if the adhesive, substrate preparation or earthing arrangement changes. Keep factory testing and installation acceptance as separate checks.

Colour variation, curled tiles, damaged roll edges and inconsistent thickness complicate installation. Unagreed adhesive substitutions or cleaning products can undermine the intended system. Record approved materials and care instructions, and ask for repeat-batch evidence rather than relying on the original sample.

Frequently asked questions

What is the UK import duty on conductive vinyl flooring from China?

The relevant PVC lines carry 6% duty for goods from China, with no listed anti-dumping or countervailing duty or suspension in the supplied tariff snapshot.

Is antistatic vinyl the same as conductive flooring?

Do not buy on the description alone. Compare the offered product's resistance results, test method and installation conditions with the project specification.

Does conductive vinyl flooring need a declaration of performance?

Confirm with the relevant authority whether the resilient flooring needs a construction-product declaration of performance. Ask for any applicable declaration and matching supporting reports, plus separate evidence for the specified electrical performance.

What should I ask the factory before ordering?

Ask for the exact construction, batch resistance reports, dimensions, approved installation materials and cleaning instructions. Agree how production samples and the installed floor will be accepted.
