PVC wallcoverings: duty and classification

Heading 3918 covers plastic floor coverings and the plastic wall or ceiling coverings defined by its chapter note. This guide concerns PVC wallcoverings within that heading. Do not assume that every product sold as vinyl wallpaper or wall cladding belongs here: give your customs broker the backing, coating and finished-product details.

Read from the UK Trade Tariff on 30 September 2026, both supplied PVC commodity lines carried 6% duty for goods from China. Neither recorded anti-dumping or countervailing duties, suspensions or attached import controls. The table separates buying descriptions sharing the same codes; these are not additional tariff lines.

Confirm the construction against the commodity-code guide before ordering. Standard import VAT is 20%; see UK import duty and VAT for customs value and VAT calculation.

Specify the backing, finish and installation

Write down the backing material, PVC coating, total thickness, roll width and usable length. Agree the colour reference, embossing, gloss, pattern repeat and hanging direction. Specify whether adhesive is supplied or bought separately, and approve an installation sample using the intended adhesive and wall surface.

For a construction product covered by a designated standard, confirm with the relevant construction products authority whether the manufacturer must draw up a declaration of performance. Ask which standard covers the wallcovering and obtain the applicable declaration and supporting reports for its actual construction. Check that any fire-performance evidence describes the backing, adhesive and installation being offered.

CE marking continues to be recognised for construction products in Great Britain. REACH restrictions can limit, ban or set conditions on substances in articles. Ask for material-specific chemical evidence rather than a generic supplier assurance; arrange testing and certification around the proposed product.

Worked duty example

Illustrative example, not a quote: Illustrative order of PVC-coated wallcovering rolls for a refurbishment under 3918 10 10 90, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 6% is £552. Import VAT at 20% is charged on the customs value plus duty, £9,752, so it is £1,950.40. Import taxes total £2,502.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £552 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure usable roll width, length and thickness against the written specification; check edges for trimming damage.

Appearance: compare colour, gloss, embossing and print alignment across production rolls under consistent lighting.

Installation: hang adjoining samples with the agreed adhesive; check pattern matching, seam visibility, curling and backing separation after drying.

Arrival: check for crushed cores, damp cartons and creasing; reconcile décor and batch labels with the packing list and approved samples. Use the inspection guide to define the checks.

What goes wrong

Rolls can look acceptable individually but show shade bands when hung together. Pattern alignment, gloss and embossing can also vary between batches. Allocate matching batches to each room and retain labelled reference samples for replacement orders.

An unsuitable adhesive or poorly prepared surface can leave lifting seams and bubbles; a weak bond between coating and backing can cause separation. Test the complete installation before approving production. A flooring report does not demonstrate the performance of a different wallcovering construction.

Frequently asked questions

What is the UK import duty on PVC wallcoverings from China?

The supplied PVC lines within heading 3918 carry 6% duty from China, with no recorded anti-dumping or countervailing duties. Confirm the code for the actual construction.

Do PVC wallcoverings need a declaration of performance?

If the construction product is covered by a designated standard, confirm with the relevant construction products authority whether the manufacturer must draw up a declaration of performance. Ask which standard covers the product and check the supporting reports.

Can I use a flooring test report for PVC wallcoverings?

Do not approve it simply because both products contain PVC. Ask for evidence naming the wallcovering construction, intended use and installation conditions being supplied.

How do I avoid colour differences between rolls?

Approve a labelled colour reference, compare production rolls together and allocate matching batches to each room. Retain batch details and samples for later replacements.
