Sourcing PVC ceiling rolls from China
PVC ceiling covering rolls qualifying under heading 3918 carry 6% UK duty across both relevant PVC codes. Confirm the backing and roll construction, then check whether a construction-product declaration of performance is required. Cambridge China Bridge sources PVC ceiling covering rolls.

Duty and classification for ceiling rolls
Heading 3918 includes specified plastic wall and ceiling coverings. HMRC says these must be decorative rolls at least 45 centimetres wide, with plastics permanently fixed to a backing other than paper. The plastic face may be grained, embossed, coloured, printed or otherwise decorated. Ask your broker to check unbacked stretch-ceiling film separately rather than assuming it qualifies.
Read from the UK Trade Tariff on 30 September 2026, both relevant PVC codes carried 6% duty for goods from China. Neither listed anti-dumping or countervailing duty, suspensions or import controls. The table shows finish variants sharing the supplied codes; finish alone does not decide the code. Standard import VAT is 20%; see UK import duty and VAT.
Give your broker a cross-section, backing composition, roll dimensions and intended use to confirm the commodity code. The wider heading is discussed in our PVC wallcoverings guide. This guide concerns PVC ceiling covering rolls, rather than the other-plastics line.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Coloured PVC ceiling rolls on a support impregnated, coated or covered with PVC | 3918 10 10 90 | 6% | None |
| Other PVC ceiling covering rolls, coloured | 3918 10 90 90 | 6% | None |
Specify the backing, face and ceiling installation
Write down the backing material, PVC layer and total thickness, roll width, usable length, colour, gloss, embossing and pattern repeat. Agree acceptable variation against a retained sample. Specify whether the covering is pasted or supplied with adhesive, the ceiling substrate, seam direction and cleaning method. Approve a trial overhead installation using the proposed adhesive and production construction.
For the Great Britain market, confirm whether the ordered construction is covered by a designated standard and requires a declaration of performance. Obtain the applicable declaration and supporting reports identifying the actual backing, face and intended use. CE marking remains available for construction products in Great Britain. Ask for reaction-to-fire evidence for the proposed installation, including its substrate and adhesive, rather than accepting a generic fireproof claim.
Ask HSE to confirm which UK REACH restrictions on phthalate plasticisers apply to the supplied plasticised material. Ask the supplier for relevant chemical evidence for the supplied PVC formulation, especially where recycled material is used. Agree that changes to the backing, plasticiser, coating or adhesive need your approval before production.
Worked duty example
Illustrative example, not a quote: Illustrative order: assorted printed ceiling covering rolls for a decorating contractor under 3918 10 10 90, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 6% is £552. Import VAT at 20% is charged on the customs value plus duty, £9,752, so it is £1,950.40. Import taxes total £2,502.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £552 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Dimensions and backing: measure usable roll width, length and thickness against the order. Check backing continuity, edge straightness and separation between layers.
Face and matching: unroll material and compare colour, gloss, embossing and print registration with the approved sample. Place adjacent lengths together to check seam matching.
Installation and records: trial the proposed adhesive on the intended ceiling substrate. Check lifting, bubbles and seam visibility, and match performance reports to the supplied construction.
Arrival and batches: inspect crushed roll ends, creases, blocking between wound layers and damp packaging before cutting. Record batch labels and retain samples; agree the scope through the inspection guide.

What goes wrong
An attractive face sample can hide a changed backing or thinner coating. Colour and gloss differences become visible across a ceiling, while distorted print repeats make seams difficult to align. Tight winding and crushed ends can leave creases that remain visible after installation.
A wall installation sample does not demonstrate overhead adhesion. An unsuitable adhesive, poorly prepared substrate or separating backing can cause bubbles and edge lift. A fire report for a different backing or installation can also leave the buyer without useful evidence. Resolve these points with a production trial and matching documents before shipment.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on PVC ceiling rolls from China?
The supplied tariff snapshot shows 6% duty across both relevant PVC codes, with no listed anti-dumping or countervailing duty, suspensions or import controls. Confirm classification before ordering.
Does stretch-ceiling film use the same commodity code?
Do not assume so. HMRC's ceiling-covering definition requires decorative rolls with plastics permanently fixed to a backing other than paper. Give your broker the actual layer construction.
Do PVC ceiling rolls need CE or UKCA marking?
Confirm the applicable construction-product standard or assessment route for the exact product. CE marking remains available in Great Britain. Match the declaration and supporting evidence to the supplied construction.
What should I check before installing ceiling covering rolls?
Check batch matching, usable dimensions, creases and backing adhesion. Trial the proposed adhesive on the intended ceiling substrate, then inspect bubbles, lifting and visible seams before cutting the remaining rolls.
