Duty on commercial safety sheet vinyl

Heading 3918 covers plastic floor coverings in rolls or tiles, as well as specified plastic wall and ceiling coverings. This guide covers commercial PVC safety flooring supplied in sheets or rolls. The supplied tariff data contains only the relevant PVC lines shown here; select between supported and other constructions from the actual material build.

Read from the UK Trade Tariff on 3 October 2026, both relevant PVC lines carry 6% duty for goods from China. Neither lists anti-dumping or countervailing duty, a suspension or an import control. Standard import VAT is 20%; see UK import duty and VAT.

Specify the sheet, surface and welded seams

State whether the sheet is homogeneous or layered, its total thickness, any wear layer, backing, roll width and usable length. Agree the colour, surface texture, slip-resistant particle distribution and batch matching. Describe the location, footwear, likely contamination and cleaning method rather than accepting a generic safety-flooring description.

Confirm with the relevant authority whether EN 14041 applies to the ordered resilient flooring and which characteristics should be declared, including reaction to fire, slip resistance and formaldehyde release. Obtain the applicable declaration of performance and supporting reports for the exact construction. Confirm any applicable UK REACH restrictions on phthalate plasticisers in plasticised material; ask for relevant chemical evidence, particularly with recycled PVC.

CE marking remains available for construction products placed on the Great Britain market. Match the marking and declaration to the supplied product. Agree compatible adhesive, welding rod, seam preparation and coved-edge details, then approve a trial installation using production material.

Worked duty example

Illustrative example, not a quote: Illustrative order: 3,000 square metres of commercial sheet vinyl safety flooring under 3918 10 90 90, invoiced at £18,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £21,500. Duty at 6% is £1,290. Import VAT at 20% is charged on the customs value plus duty, £22,790, so it is £4,558. Inspection checklist

Dimensions and surface: measure total thickness, any wear layer, roll width and usable length against the order. Compare texture, particle distribution and colour with the approved sample.

Slip evidence: HSE says workplace flooring must suit the work activity. Request test conditions that reflect the intended contamination and footwear, and check that the report identifies the supplied surface.

Seams and curling: make a trial welded joint with the proposed rod and adhesive. Check seam continuity, edge lift, curling and whether the cleaned surface matches the approved installation sample.

Rolls and records: on arrival, check for crushed ends, creases, damp packaging and batch mismatches before cutting. Photograph defects and retain labelled samples; use the inspection guide to agree the inspection scope.

What goes wrong

A textured sample can be approved while production arrives with a different finish or particle distribution. A slip report may describe a different surface or test conditions from those expected on site. Reject unsupported substitutions and agree the evidence needed before accepting production.

Rolls can arrive creased or with damaged edges, and separate batches can differ in colour. Poorly matched welding rod or an unproven installation method can leave weak or uneven seams. Approve the sheet, adhesive, rod and cleaning method together, and record batch numbers before material is cut.
