Coir rope duty and classification
Read from the UK Trade Tariff on 2 October 2026, heading 5607 covers twine, cordage, ropes and cables, whether plaited or braided and whether coated or sheathed. For plain coir rope, the residual line 5607 90 90 90 is the classification starting point, carrying 8% duty for goods from China.
The supplied tariff record shows no anti-dumping or countervailing duty, suspension or attached import control on that line. The other table rows compare alternative fibres; they are not separate coir classifications. The surgical-twine suspension elsewhere in the heading does not apply to coir rope.
Confirm the commodity code using the actual fibre composition, construction and any fittings. For comparison within the wider heading, see sisal rope. Do not assume a supplier's description of natural rope identifies the correct fibre.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Coir rope and cordage | 5607 90 90 90 | 8% | None |
| Sisal rope, a comparison material | 5607 29 00 00 | 12% | None |
| Jute or other bast-fibre rope, for comparison | 5607 90 20 20 | 6% | None |
| Flax or ramie rope, for comparison | 5607 90 90 20 | 8% | None |
Specify coir fibre, twist and intended use
State whether the rope is entirely coconut fibre or a blend. Agree diameter, mass per metre, strand construction, twist direction, coil length, permitted joins and minimum breaking force. Approve a sample for colour, surface roughness and loose-fibre shedding. Record any dye, oil or other treatment.
Describe the intended use, such as garden tying, decorative work or bundling. Agree a moisture acceptance method and dry packing arrangements. Consumer coir rope placed on the Great Britain market must be safe under the General Product Safety Regulations 2005, which cover products intended for or foreseeably used by consumers.
Worked duty example
Illustrative example, not a quote: Palletised coir-rope coils for a garden-supply wholesaler, illustrative only under 5607 90 90 90, invoiced at £3,000 free on board, with £2,200 of freight and insurance to the UK. The customs value is £5,200. Duty at 8% is £416. Import VAT at 20% is charged on the customs value plus duty, £5,616, so it is £1,123.20. Import taxes total £1,539.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £416 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Fibre and construction: compare cut ends with the approved sample; check declared composition, strand consistency, twist and concealed joins.
Length and mass: unwind sampled coils, measure their length and weigh measured sections against the agreed specification.
Strength and handling: test breaking force against the contractual minimum; check whether strands unravel or the rope slips in the intended knot.
Condition and packing: inspect inner coils for dampness, mould, contamination and excessive shedding; match coil labels and batch records to the order. Arrange quality inspection before dispatch.

What goes wrong
A sample can conceal short coils, uneven twist or a different fibre blend in production. Damp packing can leave mould inside otherwise clean outer wrapping. Loose fibres and inconsistent diameter can also make the rope unsuitable for the buyer's tying or decorative work.
Separate fibre identity, length, strength and condition checks in the acceptance specification. Do not accept a photograph as evidence of breaking force. Keep a retained sample and inspection results for each batch, and assess repeat orders against the same agreed specification.

Frequently asked questions
What is the UK import duty on coir rope from China?
The supplied tariff record gives 8% for residual rope line 5607 90 90 90, with no trade remedy, suspension or attached import control. Confirm that the actual rope belongs in this line.
Is coir rope the same as sisal rope?
No. Coir is coconut fibre; sisal is a different fibre. Specify the material explicitly and check any blend rather than accepting the description natural rope.
What rules apply to retail coir rope?
Consumer rope sold in Great Britain must be safe under the General Product Safety Regulations 2005. Assess its intended and reasonably foreseeable consumer use.
How do I check a coir rope shipment?
Measure sampled coil lengths, weigh measured sections, test agreed breaking force, and inspect inner coils for dampness, mould, uneven twist and hidden joins.
