Sourcing carbide burr blanks from China

Cemented-carbide rotary burr blanks from China carry 0% UK duty under the relevant unmounted-tool blank line. Articles supplied for use at work must be safe so far as reasonably practicable, with adequate safe-use information. Agree grade, shape and grinding allowance. Cambridge China Bridge sources cemented-carbide rotary burr blanks.

Duty and classification for rotary burr blanks

Read from the UK Trade Tariff on 4 October 2026, heading 8209 covers plates, sticks, tips and the like for tools, unmounted, of cermets. This guide covers unmounted cemented-carbide blanks for manufacturing rotary burr heads, rather than finished burrs. The relevant blank line is 8209 00 80 00, described as Other.

The supplied tariff record gives 0% duty for goods from China and lists no anti-dumping or countervailing measures, suspensions or attached import controls. The table shows common blank shapes sharing this code, rather than separate tariff subdivisions.

Confirm the material, degree of finishing and whether the head is mounted using the commodity code guide. Do not assume that a completed rotary burr has the same classification as its blank. For the wider blank family, see cemented-carbide rod blanks.

Specify the blank before flute grinding

Send a drawing of the blank and the intended finished burr head. Specify the carbide grade, binder composition, grain structure, hardness and acceptance tolerances. State whether blanks are supplied as sintered or ground, and agree the stock allowance for grinding the profile and flutes.

Define head shape, diameter, length, radii and any shank recess or joining face. If the head will be brazed to a steel shank, agree the mating geometry and trial the intended joining process. Ask for batch material data and approve samples through your own grinding and finishing process.

For articles supplied for use at work, suppliers must ensure safety so far as reasonably practicable and provide adequate safe-use information. Ask for information covering the intended processing and handling of the blanks, including grinding hazards. A blank inspection does not establish the safety of the finished rotary burr.

Worked duty example

Illustrative example, not a quote: Illustrative batch of cylindrical burr head blanks for a small tooling business under 8209 00 80 00, invoiced at £30,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Geometry: measure the blank profile, diameter, length, joining features and grinding allowance against the approved drawing.

Material: match batch records to the agreed carbide grade and binder composition; check sample hardness and investigate visible pores, cracks or inclusions.

Processing trial: grind representative blanks with your intended process; examine edge chipping, surface defects and the finished profile, and assess joining where applicable.

Arrival condition: check for chips and fractures from contact between blanks; verify batch identification and protective separation. Agree the checks through the inspection guide.

What goes wrong

A blank can match the outside dimensions yet leave insufficient stock for the finished flute geometry. Excess allowance increases grinding work, while uneven allowance can leave defects after finishing. Approve the blank drawing alongside the finished-head drawing and process sample blanks before accepting a production batch.

An unsuitable grade can chip during grinding or wear poorly in the finished tool. Porosity and cracks may become apparent only after material is removed. Poorly matched joining faces can also undermine a brazed assembly. Keep batch identities separate and compare processing results with the approved sample.

Frequently asked questions

What is the UK import duty on carbide rotary burr blanks from China?

Unmounted cemented-carbide rotary burr blanks under 8209 00 80 00 carry 0% duty. The supplied tariff record lists no anti-dumping or countervailing measures.

Are finished rotary burrs covered by the blank code?

This guide covers unmounted blanks for making burr heads. Confirm the classification separately if the goods arrive with finished cutting geometry or mounted on a shank.

What should I specify when buying rotary burr blanks?

Specify carbide grade, binder composition, head shape, dimensions, tolerances, grinding allowance and joining features. State whether the blank is as sintered or ground.

How do I check a new supplier's burr blanks?

Measure samples, check material records and hardness, then grind them through your own process. Examine chipping and defects after grinding, and trial the joining process if a steel shank will be fitted.
