UK duty on unmounted slitter knife blanks

Heading 8209 covers plates, sticks, tips and similar unmounted articles for tools, of cermets. For unmounted cemented-carbide slitter knife blanks, the candidate line is 8209 00 80 00, “Other”. The table separates blank forms sharing that code; it does not represent separate tariff lines. Confirm that the supplied article is a blank rather than a finished knife or mounted assembly.

Read from the UK Trade Tariff on 4 October 2026, both supplied heading lines carry 0% duty for goods from China. The record lists no anti-dumping or countervailing duty, suspension or attached import control. Import VAT is normally 20%; see UK import duty and VAT.

Confirm the commodity code using the material, drawing, intended function and condition at import. Include photographs showing whether the blank has a finished cutting edge or any mounting. For related blanks within the wider heading, see the carbide planer knife blanks guide.

Specify the blank before final grinding

State the material to be slit and whether the blank will become a rotary shear knife or another slitting profile. Specify the carbide grade, binder composition, hardness and the material evidence you expect. Agree whether the factory supplies an as-sintered blank, a partly ground blank or a blank ready for your final edge grinding.

For discs and rings, specify outside diameter, bore, thickness, flatness and concentricity, with tolerances and grinding allowance for each relevant surface. For plate blanks, specify the outline and machining allowance. Show any holes, slots, chamfers and locating features on the drawing. Define acceptance in the supplied condition rather than against the finished knife dimensions.

Confirm the applicable safety duties for workplace articles with HSE. Supply obligations include adequate safe-use information and necessary testing or examination. Ask for handling and processing guidance relevant to the blank, and keep it with the material records. Approve a sample through your intended grinding process before accepting production.

Worked duty example

Illustrative example, not a quote: Illustrative mixed batch of unmounted carbide slitter knife blanks for a small tooling business under 8209 00 80 00, invoiced at £2,000 free on board, with £800 of freight and insurance to the UK. The customs value is £2,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,800, so it is £560. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure outside diameter or outline, bore and thickness against the blank drawing; check that the agreed grinding allowance remains available.

Geometry: check flatness, face parallelism and bore position using the agreed measuring method; look for distortion that final grinding cannot economically remove.

Material and surfaces: match batch documents to the agreed grade, check sample hardness and inspect for cracks, chips, pits and grinding damage.

Arrival and processing: check individual separation and batch identification, then finish sample blanks and trial them on the intended material. Record results through quality inspection.

What goes wrong

A supplier may quote finished knife dimensions but ship blanks without enough grinding allowance. An undersized bore can sometimes be finished, while an oversized bore leaves no stock to recover the intended fit. Warped faces and off-centre bores can produce excessive runout after mounting.

A grade that grinds acceptably may still chip in the intended slitting application. Edge contact during packing can damage otherwise usable blanks, while mixed batches make material records difficult to trace. Keep an approved blank and a finished trial knife, and compare shipment samples with both before releasing the batch.

Frequently asked questions

What is the UK import duty on carbide slitter knife blanks from China?

The supplied tariff record gives 0% duty for 8209 00 80 00, with no listed anti-dumping or countervailing duty. Confirm that the goods are unmounted blanks covered by that line.

Do finished circular slitter knives use the same code?

Do not assume so. This guide covers unmounted blanks. Ask your customs broker to review the drawing, material, cutting-edge condition and any mounting before choosing the code.

What should I specify for carbide slitter blanks?

Specify carbide grade, binder composition, supplied condition, outside diameter, bore, thickness, flatness, concentricity and grinding allowances. Identify the material to be slit.

How do I check the blanks before accepting a batch?

Check dimensions, geometry, material records and surface defects. Finish sample blanks through your normal grinding process and trial the resulting knives on the intended material.
