UK duty on carbide rod blanks

Read from the UK Trade Tariff on 4 October 2026, heading 8209 covers unmounted plates, sticks, tips and similar articles for tools, of cermets. Cemented carbide rod blanks for tool manufacture fall within the other category, 8209 00 80 00. The table shows product variants using that same commodity line.

The supplied tariff record gives 0% duty for goods from China, with no anti-dumping or countervailing measure, suspension or attached import control listed. Import VAT is normally 20%. See UK import duty and VAT for the calculation method.

Confirm the material, tool-making purpose and condition as imported using finding your commodity code. Complete tools and tool holders have different classifications. For the wider heading, see carbide inserts and tool tips.

Specify the carbide grade and grinding allowance

Specify tungsten carbide grain size, binder material and content, the manufacturer's grade, and agreed hardness, density and strength tests. Match the grade to the finished tool and workpiece material. Ask for batch results rather than accepting a grade name as proof of equivalence.

Define whether rods are supplied as sintered or ground. Put diameter, length, straightness, roundness, surface finish and grinding allowance on the drawing. For coolant-hole rods, define hole diameter, position, continuity and helix geometry. Agree end condition, batch identification and individual protection against contact damage.

Request composition and safe-processing information. UK REACH Candidate List inclusion brings supplier obligations, so check the declared substances against that list. Employers must assess and prevent or adequately control hazardous-substance risks. Include grinding dust and contaminated grinding fluids in your process assessment.

Worked duty example

Illustrative example, not a quote: A tooling workshop's stock order of ground carbide rod blanks, illustrative only under 8209 00 80 00, invoiced at £36,000 free on board, with £800 of freight and insurance to the UK. The customs value is £36,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £36,800, so it is £7,360. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure diameter along the rod, length, straightness and roundness against the drawing; confirm sufficient stock remains for finish grinding.

Material: match batch markings to composition and test results; independently check agreed material properties on production samples.

Coolant holes: check openings, position and continuity against the drawing; trial the intended coolant flow before grinding a batch into tools.

Condition and trial: inspect ends and surfaces for chips and cracks, check protective packing, and grind sample tools for cutting trials. See quality inspection.

What goes wrong

A rod can meet its diameter specification yet produce a poor tool because the binder content, grain size or batch properties differ from the approved sample. Bent rods or insufficient grinding allowance leave too little material to clean up. Misplaced or blocked coolant holes can spoil the finished tool.

Keep an approved reference batch and compare production material before committing it to tool grinding. Separate suspect lots rather than mixing them into stock. Agree acceptance criteria for chips, cracks, material tests and coolant passages before ordering.

Frequently asked questions

What is the UK import duty on carbide rod blanks from China?

The supplied tariff record gives 0% under 8209 00 80 00 for unmounted cemented carbide tool blanks from China, with no anti-dumping or countervailing measure listed.

Should I buy ground or unground carbide rods?

Choose around your grinding process. Specify the supplied condition, dimensional tolerances and remaining grinding allowance; compare samples before approving production.

How do I check a supplier's carbide grade?

Request composition and batch test results, independently test agreed properties, then grind sample tools and compare cutting performance on your own workpiece material.

What should I check on coolant-hole rod blanks?

Check hole size, position, continuity and helix geometry against the drawing. Trial coolant flow and tool grinding before processing the production batch.
