Bumper car duty and classification

Heading 9508 covers amusement rides and other fairground equipment. Its dodgem car line, 9508 23 00 00, is the relevant starting point for bumper cars. The table presents variants against that same tariff line. For other ride families, see amusement rides and fairground equipment.

Read from the UK Trade Tariff on 23 November 2026, bumper cars from China carry 0% duty. The supplied record shows no anti-dumping or countervailing measure and no suspension for this line. Import VAT is normally 20%; see UK import duty and VAT.

The tariff attaches CITES and cat and dog fur import controls. Cat and dog fur products are banned from import. If listed-species materials are proposed, confirm the CITES documentation with your customs broker. The record also lists export controls, including a cultural-object export licence measure; confirm these before any later export. Check the commodity code for the actual shipment, especially where arena equipment or spare parts are invoiced separately.

Specify the cars, power supply and arena together

State whether the cars use batteries, a conductive floor or overhead collection. Agree the arena layout, floor finish, barriers, electrical connections and the boundary between factory supply and site work. Specify passenger capacity, rider limits, speed, steering, restraints, bumper construction and operator controls. For battery models, include chargers, battery access and replacement arrangements.

Confirm the inspection requirements and frequency once in use with the relevant safety authority or inspection body. Arrange design review and initial testing with the inspection body before public operation, as described in the wider ride guide. Obtain English drawings, circuit diagrams, calculations and operating instructions before production. Agree who will install, commission and support the system.

Worked duty example

Illustrative example, not a quote: A bumper car fleet for a small amusement operator, illustrative only under 9508 23 00 00, invoiced at £58,000 free on board, with £6,500 of freight and insurance to the UK. The customs value is £64,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £64,500, so it is £12,900. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Documents: match car models and control equipment to the reviewed drawings, parts list, operating manual and test records. Resolve substitutions before shipment.

Cars: check bumper attachment, chassis welds, steering, wheels, restraint fixings and seat edges. Witness operation with agreed test loads.

Power and controls: test starting, stopping and emergency stops across the fleet. Check floor contacts or overhead collectors against the supplied arena arrangement; inspect battery connections and chargers where fitted.

Arrival: count cars, controllers, arena sections and spares against the packing list. Check transit damage, loose fixings and damaged collectors before assembly. Use the quality inspection guide to agree the inspection scope.

What goes wrong

A car can work on the factory demonstration floor yet lose contact on the buyer's arena. Mismatched floor sections, collectors or controllers can cause intermittent running. Prevent this by testing the ordered cars with the ordered power and control equipment, and recording the interfaces in the purchase specification.

Missing design documents, unapproved changes to restraints and damaged bumper fixings can delay acceptance. Photographs of a finished fleet do not establish that the supplied system matches the reviewed design. Agree document delivery, witnessed tests and spare-part identification before paying the balance.
