Amusement and fairground rides from China

0% duty

Read from the UK Trade Tariff on 27 September 2026, travelling circuses and menageries, amusement park rides and water park amusements, fairground amusements including shooting galleries, and travelling theatres, heading 9508, carried 0% on goods from China on every line: roller coasters, carousels, swings and roundabouts, dodgem cars, motion simulators and moving theatres, water rides, water park amusements, other rides, fairground amusements and travelling theatres. No line carried an anti-dumping measure.

Coin-operated arcade and video games are under heading 9504 and playground equipment under 9506, so confirm the commodity code from what the equipment is.

BS EN 13814, ADIPS and the operator's duties

Fairground and amusement park machinery and structures are designed and manufactured to BS EN 13814. In the UK the Amusement Devices Inspection Procedures Scheme (ADIPS) provides design review, assessment of conformity to design, initial test and annual inspection by registered inspection bodies, and the Health and Safety Executive guidance HSG175 describes safe practice. The operator's duties arise under the Health and Safety at Work etc. Act 1974.

Plan the design review before the factory builds the ride, because a design the inspection body will not accept is costly to change later.

Specifying rides

Specify ride type and capacity, rider height and weight limits, speed and forces, power supply, restraint system and locking, control system and emergency stops, structural calculations and design documents in English, foundations or transport configuration, and spare parts and training.

Worked duty example

Suppose, purely for illustration, you import a 24-seat carousel under 9508 22 00 00. At £58,000 free on board and £6,500 to ship and insure, the customs value is £64,500. With 0% duty on carousel, the only charge is import VAT: 20% of £64,500, or £12,900. VAT-registered businesses usually recover that in their next return. Inspection checklist

Documents: check the design calculations, drawings, risk assessment, manual and the design review status with the UK inspection body before shipment.

Build: check welds, non-destructive testing records, fasteners and restraints, and run the ride at the factory through its full cycle with test loads.

Controls and packing: check emergency stops, interlocks and sensors, and that structures are packed and braced to avoid transit damage.

What goes wrong

Ride orders fail on documents, restraints and approvals. Design calculations are missing or not in English, restraint locks fail testing, welds need rework, the ride cannot pass initial test without changes, and no spare parts or technical support are available.
