Sourcing broadcast video recorders from China

Broadcast video recorders from China carry 0% UK duty across the tape and other recorder lines in heading 8521. Relevant models must meet electrical safety rules and fall within electromagnetic compatibility rules. Specify recording formats, audio synchronisation and file compatibility before ordering. Duty and classification for broadcast recorders

Heading 8521 covers video recording or reproducing apparatus, whether or not incorporating a video tuner. Broadcast magnetic-tape recorders fall within 8521 10 00 00; other broadcast recorders, including solid-state models, fall within 8521 90 00 00. The table shows product variants sharing these classifications, rather than additional tariff lines.

Read from the UK Trade Tariff on 30 September 2026, both lines carried 0% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing measures, suspensions or attached import controls. Import VAT is normally 20%; see UK import duty and VAT.

Confirm the commodity code using the recording medium, principal function and technical datasheet. For the wider recorder heading, see network video recorders.

Specify the recording chain

Define the video inputs and outputs, accepted signal formats, frame rates, recording codecs, colour sampling and bit depth. Specify embedded or separate audio, timecode, synchronisation inputs and remote control. Agree storage media, sustained recording performance, file splitting and behaviour when media fills. Test exported files in the editing system your staff actually use.

For mains-powered equipment, confirm with the relevant product safety authority which electrical safety requirements apply, including technical documentation, a declaration of conformity, CE or UKCA marking and importer identification. Importers must ensure covered equipment has easily understandable English instructions. Electronic equipment liable to generate electromagnetic disturbance falls within the electromagnetic compatibility regulations, subject to exceptions. Ask for reports matching the recorder and supplied power unit.

Electrical and electronic equipment placed on the Great Britain market is subject to hazardous-substance restrictions where in scope. Request material compliance evidence for the approved build. For resale, arrange electrical waste producer responsibilities; producers must register annually. Keep compliance documents tied to the model and component specification through testing and certification.

Worked duty example

Illustrative example, not a quote: 10 solid-state broadcast recorders; illustrative order, values are not a quotation under 8521 90 00 00, invoiced at £14,000 free on board, with £600 of freight and insurance to the UK. The customs value is £14,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £14,600, so it is £2,920. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Recording: run the agreed signal formats through production units with the specified media; check dropped frames, audio synchronisation, timecode continuity and playback.

Files: open exported clips in your editing system; check naming, metadata, split-file joins and recovery after an interrupted recording.

Hardware: compare connectors, storage interfaces, power units and cooling with the approved sample; inspect rack fittings and connector retention.

Documents: match model identifiers, markings, importer details and English instructions to the supplied units. Include these checks in the inspection brief.

What goes wrong

A recorder may accept a signal but record it with different colour sampling, audio mapping or metadata from the agreed specification. A short demonstration can miss thermal instability or storage write failures. Agree an acceptance test using the intended signal chain and a recording run representative of your work.

Firmware or storage substitutions can change file compatibility and recovery behaviour. Record the approved firmware and component list, require notification of changes, and repeat the acceptance test after a change. For magnetic-tape models, check transport wear, tape handling and playback compatibility with your archive material.

Frequently asked questions

What is the UK import duty on broadcast video recorders from China?

Both 8521 10 00 00 for magnetic-tape models and 8521 90 00 00 for other models carried 0% duty on 30 September 2026, with no listed anti-dumping or countervailing measures.

Which commodity code covers solid-state broadcast recorders?

Other video recording or reproducing apparatus falls under 8521 90 00 00. Confirm the recorder's principal function and recording medium against its technical datasheet.

What should I test before ordering broadcast recorders?

Test the intended signal formats, audio mapping, timecode, sustained recording and exported files in your editing system. Use the storage media proposed for production.

What paperwork should accompany mains-powered broadcast recorders?

For equipment within the electrical safety regulations, check technical documentation, the declaration of conformity, CE or UKCA marking, importer identification and easily understandable English instructions.
