Network video recorder duty and classification

Heading 8521 covers video recording or reproducing apparatus, whether or not incorporating a video tuner. Network video recorders fall within the non-magnetic-tape line, 8521 90 00 00. The table shows configurations sharing that commodity line, rather than separate tariff classifications.

Read from the UK Trade Tariff on 17 October 2026, both heading lines carry 0% duty for goods from China. The supplied record lists no anti-dumping or countervailing measures, suspensions or attached import controls. Import VAT is normally 20%; zero duty does not remove product compliance obligations.

Confirm the commodity code against the recorder's functions and shipment contents, particularly where cameras are included. See the wider CCTV and security camera guide and the import duty and VAT guide.

Specify recording capacity and firmware support

Specify camera channel capacity, supported camera protocols, recording resolution, frame rate and total incoming bandwidth together. State the hard-drive bay layout, supported drive capacity, whether drives are included, and the required overwrite behaviour. If the recorder supplies camera power, specify the total power budget and test it with the intended cameras.

For models offered to consumers, the connectable-product security rules apply. Confirm with the relevant authority the applicable requirements for passwords, published security reporting contacts and disclosure of the minimum security update period. Establish who maintains the firmware, remote-viewing application and cloud access, and what continues working without an internet connection.

Before placing the product on the market, the importer must be able to demonstrate compliance with relevant regulations and safety requirements. Ask for evidence matching the recorder and supplied power supply, rather than a report for a similar enclosure. Agree document checks through testing and certification.

Worked duty example

Illustrative example, not a quote: 500 network video recorders, illustrative order only under 8521 90 00 00, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £15,200, so it is £3,040. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Recording: connect the intended cameras, record simultaneously at the agreed settings, then search, replay and export footage. Check timestamps, sound where specified, and playback on another device.

Storage: verify drive models and capacity against the order, check drive detection, and test overwrite and recovery after a controlled power interruption. Confirm whether installed drives are new as specified.

Firmware: check the production firmware against the approved sample, first-use password setup, account permissions and remote access. Test local recording while the internet connection is disconnected.

Assembly: check camera power ports under the agreed load, cooling fans, connectors, drive mounting and included accessories. Compare carton labels and model identification with the order during quality inspection.

What goes wrong

A recorder can display live pictures but fail to sustain the specified recording load. Camera compatibility may cover basic video while excluding events, sound or remote settings. Drive substitutions, inadequate cooling and an undersized camera power budget can cause missing recordings or restarts. Make acceptance depend on recording and retrieval tests with the intended camera combination.

Remote viewing can also depend on a factory-controlled application or cloud service that changes after sample approval. Agree ownership, update responsibility and local access before ordering. Keep the approved firmware and hardware specification available for comparison with production units.

Frequently asked questions

What is the UK import duty on network video recorders from China?

The supplied tariff record shows 0% under 8521 90 00 00, with no anti-dumping or countervailing measures. Import VAT is normally 20%.

Do consumer product security rules apply to network video recorders?

They apply to relevant consumer products that connect to the internet or a network. For an in-scope recorder, check password setup, published security reporting information and the published minimum update period.

Can I buy network video recorders without hard drives?

Specify a drive-free configuration explicitly. Agree compatible drives, supported capacity, mounting accessories and who installs and tests the drives before the recorder reaches the customer.

How do I check that a recorder works with my cameras?

Test the intended camera models with the production firmware. Check simultaneous recording, playback, export, sound and event functions rather than accepting a live-picture demonstration.
