Ballistic-goggle codes and UK duty

Read from the UK Trade Tariff on 30 September 2026, heading 9004 covers spectacles, goggles and similar eyewear. Ballistic protective goggles with plastic lenses fall within 9004 90 10 00; those with lenses of other materials fall within 9004 90 90 00. The table shows buying variants sharing these codes. See the wider eyewear guide.

Both lines carry 2% ordinary duty for goods from China. An autonomous suspension provides 0% for protective spectacles and goggles falling under these codes. The supplied facts list no anti-dumping or countervailing measure. Ask your customs broker to confirm eligibility and the declaration needed to claim the suspension. Import VAT is 20%; see UK import duty and VAT.

The tariff attaches CITES import and export controls to both lines. For goods from China, check whether any material comes from a listed species and confirm the applicable permits with your broker. Listed species require CITES documentation; the exact requirement depends on the listing and shipment. Confirm the commodity code against lens material, protective use and the complete goods as imported.

Specify the threat, lens assembly and fit

Describe the intended hazard precisely: fragments, flying particles or claimed protection against bullet wounds. State whether the design is for civilian sporting use or specifically for military or law-enforcement use before choosing an assessment route. Ask for reports identifying the projectile, test conditions, lens and frame assembly, results and limitations. A ballistic description alone is insufficient purchasing evidence.

Specify lens material, tint, optical clarity, anti-fog treatment, ventilation, facial seal, strap adjustment and helmet compatibility. Approve the complete assembly, including replacement lenses and any prescription insert. Compare the report photographs and material descriptions with the sample rather than accepting a certificate for a similar-looking model.

PPE within scope must be classified by risk. Obtain a written category decision for the exact protective claims. For Category III equipment, confirm type-examination and ongoing production-oversight requirements with the relevant authority. Also confirm the CE or UKCA marking, declaration of conformity, English instructions and importer-identification requirements, including any permitted exceptions, for new PPE sold in Great Britain. Arrange testing and certification for the actual model.

Worked duty example

Illustrative example, not a quote: Illustrative small-business order of boxed ballistic protective goggles with plastic lenses, using ordinary duty without claiming the suspension under 9004 90 10 00, invoiced at £2,500 free on board, with £950 of freight and insurance to the UK. The customs value is £3,450. Duty at 2% is £69. Import VAT at 20% is charged on the customs value plus duty, £3,519, so it is £703.80. Import taxes total £772.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £69 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Lenses: check scratches, distortion against a grid, tint consistency and coating condition. Compare lens markings and material identification with the approved sample and reports.

Retention: check that lenses seat fully, locking features engage and interchangeable lenses cannot be fitted incorrectly. Have the agreed protective tests performed on the complete assembly.

Fit and straps: check facial coverage, seal edges, buckle grip and strap attachments. Trial the goggles with the intended helmet and prescription insert, including an agreed fogging assessment.

Documents and packing: match the model, protective claims, declaration and applicable markings. Check English instructions, importer identification and protection against lens damage in transit. Include these checks in quality inspection.

What goes wrong

A report can cover a different lens thickness, frame or retention system from the shipment. Replacement lenses may fit mechanically while lacking evidence for the claimed protection. Treat changes to lenses, coatings, frames and locking features as approval points, and ask the assessment body whether the existing documents cover them.

Sampling can overlook distortion near the lens edge, fogging with a helmet, slipping straps and lens locks that only partly engage. Compare production goods with the approved assembly and use the intended accessories during trials. Keep protective claims tied to documented test conditions rather than broad descriptions such as bulletproof.

Frequently asked questions

What is the UK import duty on ballistic goggles from China?

The relevant lines carry 2% ordinary duty. A 0% suspension applies to protective spectacles and goggles falling under those codes. Confirm eligibility with your broker; no anti-dumping or countervailing measure is listed.

Do ballistic goggles need CE or UKCA marking?

Confirm with the relevant authority the CE or UKCA marking, declaration of conformity and English-instruction requirements for new PPE sold in Great Britain. Confirm the scope and risk category for the exact design and protective claims.

Does ballistic mean the goggles are bulletproof?

Do not rely on that description alone. Ask for reports showing the tested projectile, conditions, complete lens and frame assembly, results and protection limitations.

Can a factory change the replacement lenses?

Require approval before changing lens material, thickness, tint, coating or retention features. Ask the assessment body whether the reports and conformity documents cover the proposed replacement.
