Can I reclaim at-risk duty in Northern Ireland?
Yes, if your China-made goods meet HMRC’s Duty Reimbursement Scheme conditions and you have supporting evidence. Direct China imports generally recover the excess over UK duty; eligible GB-to-Northern Ireland movements recover the full duty on that movement. Plan the factory document handover with Cambridge China Bridge.

Check the outcome, not just the warehouse address
HMRC requires evidence of a qualifying outcome, provided the goods have not first moved into the EU. Relevant outcomes include physical retail sale or intended physical retail sale in Northern Ireland, final consumption, permanent installation, destruction, or onward movement to Great Britain. Merely holding stock in a Northern Ireland warehouse does not establish any of these outcomes.
Ask your customer what will happen to the goods and who can document it. For sales to another Northern Ireland business, HMRC allows claims where you can prove the goods will ultimately be sold to consumers there. Read Northern Ireland versus Great Britain imports for the wider route distinction.
Calculate against the original movement
For a direct import from China into Northern Ireland, HMRC allows the difference between the EU and UK duty rates where EU duty exceeded UK duty at import. Ask your broker to calculate the duty amounts on the eligible goods using the import-time rates and declaration values. Moving those goods onwards to Great Britain does not turn the original direct import into a GB-to-Northern Ireland movement.
For eligible movements from Great Britain into Northern Ireland, HMRC allows the full duty charged on that movement. If only part of a consignment qualifies, claim only the corresponding duty. Use finding your commodity code to prepare the classification discussion, and keep import VAT separate using import duty and VAT. For GB stock sales, see our guide to VAT on sales to Northern Ireland.
Build evidence that follows the goods
For onward movement to Great Britain, the claim must include transport documentation, such as a road consignment note or freight invoice. HMRC also expects enough information to identify the moved goods as those charged duty on entry to Northern Ireland. Ask the factory, warehouse and carrier to use consistent product descriptions, batch references and packing information.
For final consumption or permanent installation in Northern Ireland, commercial documents or records must demonstrate that outcome. Destruction requires official destruction certificates. For retail claims, assemble sales and destination records. If processing changes the goods, show how the imported inputs ended up meeting the qualifying condition; connect production records with the finished goods’ destination.
Check the deadline before preparing the claim
For duty paid between 1 January 2021 and 30 June 2023, HMRC’s published claim deadline was 30 June 2026, which has passed. For duty notified after 30 June 2023, the deadline is within 3 years following notification of the duty. Use the notification date, rather than the later sale or delivery date, when checking this deadline.
Keep the duty notification with the declaration and record the deadline in your shipment file. Ask the broker to flag missing destination evidence early. Do not put an expected reimbursement into your purchasing budget until the route, eligible quantity, evidence and deadline have been checked together.

Agree who will submit and keep the records
The original importer can claim, or an authorised agent or representative can act for them. An importer not resident or established in the UK must use a UK-established agent or representative. Agree the claimant and document handover before shipment; our UK customs clearance guide covers the broader declaration preparation.
Use HMRC’s online claim service and save the acknowledgement. Its email confirms receipt and includes a unique reference; approval is notified separately. Cambridge China Bridge has its own staff in China: agree which factory invoices, packing records and product identifiers will be collected, then assign the UK destination evidence and claim submission to a named person.
Frequently asked questions
Can I reclaim duty if goods stay in a Northern Ireland warehouse?
Storage alone does not establish eligibility. You need evidence of a qualifying condition, such as intended physical retail sale, final consumption or permanent installation in Northern Ireland.
Do direct China imports get all their at-risk duty back?
For eligible direct imports, HMRC allows the difference where EU duty exceeded UK duty at import. The full-duty rule applies to eligible GB-to-Northern Ireland movements.
When does the duty reimbursement deadline start?
For duty notified after 30 June 2023, claim within 3 years following notification. Duty paid between 1 January 2021 and 30 June 2023 had a deadline of 30 June 2026, now passed.
Can my customs agent claim for me?
Yes, with the importer’s authorisation. If the importer is not resident or established in the UK, a UK-established agent or representative must submit on their behalf.
