China imports to Northern Ireland: not at risk?

Direct China imports can be declared not at risk when UK duty equals or exceeds EU duty, subject to processing conditions. If EU duty is higher by less than 3 percentage points, UKIMS may help; a larger or equal gap blocks that route. Ask for factory and shipment documents from Cambridge China Bridge.

Compare the applicable duties before ordering

Ask your customs agent to compare the applicable UK and EU duties for the actual product and Chinese origin. HMRC requires applicable measures, reliefs and qualifying preferential rates to be considered, so comparing headline tariff rates alone can mislead. Start with finding your commodity code.

Request a written comparison showing the classification, origin, applicable duties and any additional measures. Keep the comparison with the quote so a change in product specification triggers a fresh check.

Use the tariff comparison to choose the route

If applicable UK duty equals or exceeds applicable EU duty, goods can qualify as not at risk without UKIMS authorisation, subject to the processing conditions. If EU duty is higher by less than 3 percentage points, consider UKIMS. If it is higher by 3 percentage points or more, the goods are automatically at risk and applicable EU duty is due. For duty already paid, see our guide to reclaiming Northern Ireland at-risk duty.

The restriction concerns percentage points, rather than a relative percentage increase. Ask the agent to show the difference explicitly. Not at risk means applicable UK duty is due, rather than an automatic duty exemption. For duty and VAT budgeting, see UK import duty and VAT.

When UKIMS can help a direct China shipment

For the UKIMS route, the importer of record must be authorised. Direct imports from China must be for sale to, or final use by, end consumers in Northern Ireland. Goods subject to an EU trade remedy cannot use this route. UKIMS does not override the tariff-gap restriction.

Confirm the actual end destination before asking the agent to use UKIMS. A Northern Ireland warehouse address alone does not establish final consumption there. Ask wholesale customers to confirm where the goods will be used, and flag any intended onward sale elsewhere.

Flag processing and retain destination evidence

Goods subject to processing in Northern Ireland must meet additional processing criteria before they can be declared not at risk, including through the tariff-comparison route. Tell the customs agent about planned manufacturing or assembly before agreeing the declaration treatment.

UKIMS requires supporting evidence for each consignment. When selling through further supply-chain parties, you must retain evidence that the destination conditions are met. Gather customer confirmations, orders and delivery records in a shipment folder rather than relying on a verbal assurance.

Give your customs agent a usable shipment brief

Send product descriptions, materials, intended use, Chinese origin, invoice and packing details, final destination and any planned processing. Ask the agent to confirm the tariff comparison, the proposed declaration treatment and whether the importer has the authorisation needed. Use our customs clearance guide for the wider paperwork handoff.

Cambridge China Bridge has its own staff in China to coordinate factory information and shipment documents. Agree who gathers customer destination evidence and who confirms customs treatment before dispatch.

Frequently asked questions

Do I need UKIMS for every China import to Northern Ireland?

No. The duty-based route does not require UKIMS when applicable UK duty equals or exceeds EU duty, subject to the additional processing conditions.

Can UKIMS help when the tariff gap is exactly 3 percentage points?

No. If applicable EU duty exceeds UK duty by 3 percentage points or more, the goods are automatically at risk and applicable EU duty is due.

Can direct China imports for customers in Great Britain use UKIMS?

The direct-import UKIMS route requires end consumers in Northern Ireland. A plan to send the goods to customers in Great Britain does not meet that destination condition.

Does not at risk mean no import duty?

No. For direct China imports declared not at risk, applicable UK duty is due. Check the actual rate rather than treating the status as a duty exemption.
