Postponed VAT Accounting Explained for UK Importers

Postponed VAT accounting (PVA) lets eligible UK VAT-registered importers declare import VAT and reclaim the recoverable amount on the same VAT Return, instead of paying it upfront at import. Normal VAT recovery rules still apply.

What is postponed VAT accounting?

PVA changes how you account for import VAT. Instead of paying it at import and reclaiming it later, you account for it on your VAT Return. Where the VAT is fully recoverable, you declare and reclaim the same amount on the same return.

It is not a tax exemption and does not defer customs duty. For the wider cost picture, read UK import duty and VAT.

Who can use PVA?

Your business must be registered for UK VAT. PVA covers eligible imports into Great Britain from outside the UK, and into Northern Ireland from outside the UK and EU. For ordinary business imports, the goods must be for use in your business, you must have the right to dispose of them, usually as owner, and your VAT registration number must appear on the import declaration.

Eligibility does not depend on business size. Ordinary personal purchases do not qualify through business PVA. Mixed business and non-business use has specific rules, as do low-value consignments and some postal routes; check HMRC’s eligibility guidance before shipping.

How do you choose PVA on the customs declaration?

No separate HMRC approval is needed. Select accounting for import VAT on your VAT Return when completing the declaration, and include your VAT registration number.

If an agent handles customs, they must receive your written PVA instructions before submitting the declaration; keep a copy. If the supplier arranges clearance on your behalf, agree the VAT treatment with them and keep a written record. They must ensure the person making the declaration receives written instructions beforehand. Give the supplier your EORI number. HMRC says the chosen import VAT accounting method cannot be changed after submission.

Which VAT Return boxes do you use?

Use the return period covering the import date. Your monthly postponed import VAT statements support the entries, alongside your customs records. Recovery remains subject to the normal input tax rules.

PVA entries on the VAT Return
BoxWhat to includeImportant distinction
1Import VAT due under PVA for the period.Declare the tax due even if you cannot recover it all.
4Import VAT you are entitled to reclaim for the period.Do not assume this always equals the box 1 amount.
7Total value of goods imported in the period, excluding VAT.This is a goods value, not the postponed VAT figure.

How do you get your monthly HMRC statement?

Open GOV.UK’s Get your postponed import VAT statement service, listed in the sources, and select Start now. Use the sign-in details created when registering for VAT. If you have not accessed the Customs Declaration Service (CDS) before, subscribe to it first.

Statements are usually available by the 10th working day of the month. You must download and keep each statement. Standard online access lasts 6 months from publication; instructions for accessing archived statements are on the CDS dashboard.

The statement records postponed import VAT on declarations made under your EORI number and supports your VAT recovery claim under the normal rules. For the layout and reconciliation process, use how to read a postponed import VAT statement.

What if records are missing or duplicated?

Check your customs records against the statement before filing. Use missing C79 and postponed import VAT statements for missing evidence, or duplicate statement entries for repeated entries.

What if you are not VAT-registered?

You cannot use PVA without UK VAT registration. An unregistered UK trader must pay any import VAT due and cannot reclaim it through a VAT Return. Allow for that cost when comparing supplier quotes.

Individuals buying for personal use should also budget for applicable import charges. Use the import VAT calculator as a planning aid; confirm the actual treatment before ordering.

Frequently asked questions

Does PVA mean my imports are VAT-free?

No. You account for import VAT through your return. Any recovery depends on your entitlement to deduct input tax.

Do I have to apply to HMRC before my first shipment?

No separate PVA approval is required, but the declaration must select it. Arrange CDS access to obtain your statements.

Can my freight agent choose PVA for me?

You decide whether to use PVA. Your agent must receive your written instructions before submitting the declaration. Keep a copy.

Will boxes 1 and 4 always cancel each other out?

The corresponding PVA amounts offset each other only where the import VAT is fully recoverable. Restricted recovery can leave a net VAT cost.

Where do I download the monthly figures?

Use HMRC’s online postponed import VAT statement service through CDS, then download and keep each statement.

I am not VAT-registered. Can I use my EORI number instead?

No. An EORI number does not replace UK VAT registration or make you eligible for PVA.

Does PVA also delay my customs duty?

No. Customs duty needs its own payment arrangements.
