Can I buy garden seeds and plants from China?
You can order suitable species, but check the exact plant material and destination before paying. Establish which plant-health documents, notifications and inspection arrangements apply to your shipment, including its postal or courier route. Cambridge China Bridge can help gather supplier details for these checks.

Identify exactly what you are buying
Ask for the botanical name, variety, photographs and country where the material was grown. Specify whether you are buying seeds for sowing, dormant bulbs, rooted plants or cuttings. Record the quantity, weight and any soil or growing medium included. A listing headed “garden seeds” is not enough to assess the order.
State that the material is for your own garden, and describe who buys, imports and receives it. If your business is importing stock for onward sale, the official commercial guidance also covers postal and courier shipments. Use our import restrictions guide for the broader tariff enquiry.
Check species restrictions before certificates
Importers must check whether their plant or plant product needs phytosanitary certification for entry into Great Britain. Send the botanical name, origin, plant form and growing-medium details to the relevant plant-health authority. Ask whether that exact combination is permitted and whether special conditions apply. Keep the response against the proposed order.
Screen the botanical name against the official invasive-plant guidance for your destination, and ask APHA about endangered-species permit checks where relevant. In England and Wales, you cannot intentionally plant listed invasive species on your land or intentionally cause existing listed plants to spread. Do not approve a substitution or unidentified seed mixture without repeating your checks.
Agree the plant-health document arrangements
Ask the seller how it will obtain the applicable phytosanitary certificate, what information it needs from you and how the certificate will accompany the shipment. Request a draft or scan for comparison with the botanical names, quantities, origin and consignee details in your order. Ask the authority whether additional declarations or supporting evidence are needed.
For products you carry into Great Britain yourself, official guidance says to obtain the certificate from the plant-health authorities in the country you are travelling from. Describe that route explicitly when seeking advice. Keep the plant-health documents alongside the wider shipping file described in our customs documents guide.
Confirm notification and the destination route
Great Britain and Northern Ireland have different rules for bringing in plants and plant-based products. Specify England, Scotland, Wales or Northern Ireland, the arrival point and any onward movement. For a Northern Ireland garden, request advice covering arrival from China and the complete proposed route rather than relying on a Great Britain answer.
Before booking delivery, ask the relevant authority whether your personal consignment needs advance notification, which system to use and whether IPAFFS applies. Ask about inspection arrangements for the declared weight and plant material, the acceptable entry point and the notification deadline. Have the carrier confirm who submits documents and notifications, and where the parcel will be presented if inspection is required.

Make payment depend on a workable shipment
Keep a written record of species eligibility, required documents, notification arrangements, the agreed carrier route and responsibility for each task. Ask for a delivered quotation that identifies document preparation, handling and inspection-related costs where applicable. Agree what happens if the seller cannot provide the promised material or paperwork. Apply this checkpoint within your first-order checklist.
Cambridge China Bridge’s staff in China can help collect supplier descriptions, photographs and document drafts. Treat those as inputs for the destination checks. Pay only once the proposed order and delivery arrangements have supported answers, and reopen the checks if the species, growing medium, origin or route changes.
