How to read factory audit report exclusions
Read the exclusions before the overall rating. Identify which buildings, records and processes were actually checked, then link each gap to your order. A favourable rating cannot establish capability or controls in areas the auditor could not assess. Cambridge China Bridge can coordinate targeted follow-up through its staff in China.

Separate the rating from the coverage
Start with the scope, exclusions and access notes. Ask whether the favourable rating describes only assessed areas and how unassessed items affected it. An excluded item is not a passed item; an unavailable record is not evidence that the underlying control works.
Use the factory-audit checklist for what to assess and the report comparison for what each check proves. This guide addresses the remaining question: which conclusions become unsupported when access or evidence is missing?
Map unvisited buildings to your production route
Ask for a site plan identifying visited and unvisited buildings, their functions and their connection to your goods. Record whether access was refused, the building was closed, time ran out or the area was outside the agreed scope. The reason explains the gap; it does not close it.
If your materials, processing, testing or storage will pass through an unvisited building, those activities remain unassessed. Photographs supplied by the factory can help plan a return visit, but do not establish that the auditor inspected the area. Ask whether off-site processing was also excluded.
Treat unavailable records as unresolved evidence
Request a list of the records sought, the periods and products they should cover, what was supplied and what was missing. Separate documents the auditor examined from management explanations. A procedure describes the intended control; completed records help show whether it operated.
Missing calibration records leave measurement reliability unresolved. Missing rejection and rework records leave defect handling unresolved. Missing material and dispatch records leave traceability unresolved. For confidentiality concerns, agree controlled viewing or redaction that preserves the details needed for verification, then ask the auditor to state any remaining limits.
Distinguish installed equipment from demonstrated performance
An idle line may allow checks of equipment identity, layout and condition. It does not demonstrate operating output, changeovers, defect detection or how operators respond when the process drifts. Ask the auditor to distinguish observed operation, historical records and supplier claims.
Arrange a witnessed run using your product or a clearly explained comparable product. Agree the materials, settings, checks and results to record. Historical production records can support the assessment, but do not demonstrate current performance by themselves.
| Limitation | Conclusion still unsupported | Targeted follow-up |
|---|---|---|
| Production building unvisited | Controls in that building were assessed | Visit the building and follow the relevant process |
| Quality records unavailable | Documented controls operated consistently | Review identifiable completed records and exceptions |
| Relevant line idle | Current output and process control were demonstrated | Witness a representative run and record results |
| Subcontracted process excluded | The complete production route was assessed | Assess the actual processing site |

Close the gap before relying on the conclusion
Keep a limitations register with the missing evidence, affected conclusion, buyer decision, responsible person and agreed review date. Ask the issuer for a report addendum after follow-up, identifying what was checked and what remains unresolved. New access closes a coverage gap only when the relevant assessment is completed.
Pause the affected commitment if the missing evidence is central to your order. If proceeding conditionally, record the boundaries and what must be verified before the next commitment. Use a follow-up audit to resolve specific gaps. A favourable audit still does not release a finished batch or replace product testing.
Frequently asked questions
Can I accept a factory audit with exclusions?
Only after assessing how the exclusions affect your order. Record what remains unsupported and any conditions for proceeding. Pause the affected commitment when essential evidence is missing.
Does a favourable audit rating cover unvisited buildings?
Do not assume it does. Ask the issuer which buildings were assessed, how exclusions affected the rating and whether your goods will pass through unvisited areas.
What does an idle production line prove?
It may support observations about installed equipment and layout. It does not demonstrate operating output, defect control or operator performance. Request a representative witnessed run.
Can missing audit records be supplied afterwards?
Yes, but ask the auditor to review them and issue an addendum stating the results and remaining limits. A supplier sending files does not itself close the evidence gap.
