UK customs clearance when documents arrive late
Ask your broker to identify the missing document or data, then request it from the supplier or carrier. Check whether an authorised simplified declaration or an HMRC deposit arrangement is suitable; do not fill gaps with unsupported estimates. Cambridge China Bridge can coordinate document requests with its staff in China.

Identify what is actually blocking release
For goods arriving in Great Britain, ask the broker whether the problem is missing declaration data, an HMRC request for supporting evidence, or the carrier's release arrangements. A late original bill of lading may block carrier release even when the customs paperwork is ready. Get the actual request and shipment reference rather than relying on a message saying only that documents are missing.
Use our customs document checklist to identify the missing item. Ask whether a readable copy would resolve the immediate problem and whether an original is needed separately. Keep customs clearance and carrier release as separate tasks, each with a named contact.
Send a precise missing-information request
Send the supplier or carrier a request stating the shipment reference, missing document or field, discrepancy to resolve, recipient and deadline supplied by the broker. For an invoice, ask for the agreed price, currency, goods description and delivery terms. For transport paperwork, ask the forwarder to confirm the consignment details and release status. Request freight charges separately if they are unclear.
HMRC may request supporting documents for a customs check. Ask the broker to forward the exact request and confirm how the response should be submitted. Send a consistent document pack, explain revisions and retain the earlier versions. Do not ask the supplier to rewrite an invoice merely to match an unsupported entry.
Check the permitted declaration route
Ask whether the broker can complete a full declaration from the available evidence. If information is still missing, check whether an authorised simplified declaration is suitable. Simplified declarations require authorisation, but an authorised representative can make them for you. Ask whose authorisation would be used and whether it covers the proposed shipment and procedure.
A simplified frontier declaration contains less information, but mandatory information remains required. Restricted goods still need the licence or certificate for release. For the simplified frontier route into free circulation, plan the subsequent supplementary declaration with the broker. Read simplified declarations for China imports for the wider process.
Resolve uncertain value without inventing it
Do not substitute a previous order's price, a website listing or an unexplained freight allowance for the missing evidence. Gather the purchase order, agreed quotation, payment records and carrier's charge breakdown for the broker to assess. Separate confirmed amounts from unresolved amounts. Our customs value guide explains the cost components.
If the value for Customs Duty cannot be established, HMRC says you can ask for release by paying the undisputed charges and securing the balance through a deposit. The deposit is adjusted when the value is agreed. Ask the broker to discuss this route with HMRC and confirm the arrangements before proceeding; it is a request for release, not a promise of clearance.

Close the paperwork gap after arrival
Agree who will chase the final invoice and transport documents, check them against the declaration and track any supplementary submission. Ask the broker to confirm the applicable deadline and set an internal reminder before it. When final figures differ from those already submitted, send the difference and supporting evidence to the broker for review.
Keep the final documents, requests, responses and broker's explanation together. Obtain the completed declaration and compare it with the final shipment records using checking and correcting an import declaration. For future orders, agree document delivery and carrier release arrangements before dispatch. Cambridge China Bridge's staff in China can help chase the supplier's paperwork.
Frequently asked questions
Can goods clear customs before the invoice arrives?
Ask the broker what evidence is available and whether an authorised simplified route is suitable. A missing invoice is not a reason to invent a value.
Can my broker use simplified declarations for me?
Yes, an authorised representative can make simplified import declarations for you. Ask them to confirm that their authorisation and the proposed procedure are suitable for your shipment.
Can I estimate the value to get goods released?
Do not submit an unsupported estimate. Ask the broker to assess the evidence and, if the Customs Duty value cannot be established, discuss HMRC's deposit route.
Does customs clearance mean the carrier will release goods?
Check separately. A late original bill of lading can still affect carrier release. Ask the forwarder which document or release instruction remains outstanding.
