Courier bulk clearance: BIRDS, VAT and records

Bulk clearance can mean your parcel shares a reduced-data customs declaration with other consignments. Ask whether the courier used BIRDS, why your goods qualify, how VAT was accounted for and which records identify your parcel. Supplier documents can be checked by Cambridge China Bridge.

Confirm what the courier actually used

BIRDS means Bulk Import Reduced Data Set. It allows authorised traders to combine low-value imports into Great Britain on a customs declaration with reduced data. Ask the courier to confirm the scheme used, the authorisation holder, the declaration reference and how your tracking reference connects to it. A message saying ‘bulk cleared’ leaves those questions unanswered.

Explain whether you bought the goods from an overseas seller or are moving stock you already own. Give the courier the actual invoice, goods description, destination and your VAT registration status. Ask for a shipment-specific eligibility explanation rather than accepting ‘small parcel’ as the explanation.

Check the consignment and goods qualify

HMRC’s application guidance requires each recipient’s consignment to be £135 or less, with import duty relief available and UK supply VAT treatment rather than import VAT. Check the consignment total, not just the value of each item. Ask the courier how related packets addressed to your business were grouped and valued.

Prohibited, restricted and licensable goods cannot use BIRDS. Ask the courier to check your actual product against the exclusions before dispatch. For the invoice and packing evidence supporting that check, use our customs documents guide. If the destination is Northern Ireland, request a separate assessment instead of applying this Great Britain guide. For regular deliveries from Great Britain, see our guide to UKIMS entry in records.

Establish the VAT treatment before booking

For qualifying direct sales of overseas goods into Great Britain, the seller normally charges VAT at sale. Where a UK VAT-registered business gives the seller its VAT registration number, the business instead accounts for VAT through the reverse charge. Ask the seller to show the treatment on the invoice and your accountant to check it. If you bought through a marketplace, ask separately who accounted for VAT.

Postponed VAT accounting cannot be used for goods subject to supply VAT. Do not assume a bulk clearance reference will produce import VAT evidence for your business. Ask the courier to separate any claimed import VAT, VAT on its service and its clearance fee. Resolve the route using our VAT payment agreement guide.

Request records identifying your parcel

The authorised operator must keep an electronic manifest supporting each bulk declaration. HMRC requires it to identify individual items and their final delivery address, with sufficient detail such as description, value and recipient name. Ask for the entries relating to your shipment, or written confirmation of those fields and their connection to the declaration.

The BIRDS importer identification field uses the authorisation holder’s customs registration number. Ask whose details appear before expecting a declaration in your business’s name. Request a redacted extract if the complete record covers other customers. Our manifest reconciliation guide explains how to connect records without confusing consolidated totals with your own goods.

Close gaps before using the records

Keep the purchase invoice, payment evidence, packing list, tracking history, courier response and available clearance records together. Give your accountant the VAT explanation as well as the courier bill. If import VAT is claimed but supporting evidence is missing, use our missing import VAT evidence guide. Do not treat a manifest extract as proof of VAT paid.

If values, recipient details or the clearance route appear wrong, send the courier a discrepancy brief with the original documents. Ask it to confirm whether correction is needed, who will handle it and what revised evidence you will receive. Cambridge China Bridge’s staff in China can help reconcile supplier invoices and packing records with the dispatched goods.

Frequently asked questions

Does bulk courier clearance mean no VAT?

No. BIRDS eligibility includes supply VAT treatment rather than import VAT. Establish whether VAT was charged on the sale or your business must account for it through the reverse charge.

Is the £135 limit per item or consignment?

It applies to the total consignment, not each item. Ask how packets for your business were grouped and how the consignment value was calculated.

Can I use postponed VAT accounting with BIRDS?

HMRC says postponed VAT accounting cannot be used for goods subject to supply VAT. Confirm the transaction’s VAT treatment before requesting import VAT statements.

What if the courier cannot give me my own declaration?

Request the bulk declaration reference, a shipment-specific manifest extract and written confirmation linking your parcel to clearance. Ask your accountant which VAT evidence fits the transaction.
