UKIMS entry in records for regular NI deliveries

UKIMS entry in declarant’s records may suit regular deliveries of your own eligible goods directly from Great Britain to Northern Ireland if you can maintain records and complete post-movement reporting. Regular deliveries alone do not establish eligibility. Prepare the supplier document trail with Cambridge China Bridge.

Check the route and goods before considering it

UKIMS-EIDR is optional and covers direct Great Britain to Northern Ireland movements of your own goods. Goods must qualify as ‘not at risk’, have UK domestic status, have no import controls or licensing requirements, and be free from prohibitions or restrictions. They must not enter a customs duty suspense procedure.

For Chinese sourcing, map the delivery route before choosing this process. Do not treat a China shipment and a later internal UK movement as the same operation. Use our Northern Ireland import guide when planning the initial import.

Decide whether additional authorisation helps

You need UKIMS authorisation, establishment in Northern Ireland and an XI EORI to obtain UKIMS-EIDR authorisation. You also need a named person responsible for identifying record errors or reporting compliance difficulties, software communicating with the Customs Declaration Service, and access for HMRC to test that communication. Apply online using your UKIMS authorisation number.

A separate UKIMS-EIDR application is unnecessary if you already use authorised simplified customs EIDR, the Trader Support Service, or a parcel carrier submitting declarations through its own EIDR process. Compare your existing service with maintaining the process yourself. Use our customs agent appointment guide to structure the responsibility discussion.

Make records usable before dispatch

The process replaces upfront customs movement data with information held in your own records. HMRC’s record guidance requires commodity and procedure codes, the declaration unique consignment reference, purchase and available sales invoice numbers, entry date and time, goods description, customs value, quantities and supporting document details.

Run a sample consignment through your proposed workflow. Link the factory invoice, packing list, goods description and shipment references, then ask who checks discrepancies and completes the later submission. Our factory-to-customer traceability guide helps organise the commercial trail. Cambridge China Bridge’s staff in China can help align supplier documents with the actual goods.

Agree the goods movement reference handover

At a Goods Vehicle Movement Service port, provide your UKIMS-EIDR authorisation for the goods movement reference. Without a Notification of Presentation waiver, the reference needs the safety and security entry summary declaration movement reference and your local reference number for every consignment. Give the local reference to whoever creates the goods movement reference.

With a presentation waiver, provide the entry summary declaration movement reference and associated XI EORI instead; the local reference is not needed. The waiver does not remove the consignment reference requirement. At inventory-linked locations, HMRC requires a C21 clearance declaration. Confirm the port process and waiver status with your declarant and haulier before booking.

Plan the reporting work after arrival

Additional information is due on or before the 10th calendar day of the month after entry in your records. Aggregation is not allowed for UKIMS-EIDR. If you completed a C21 declaration, use its customs acceptance date instead of the record-entry date. Completing the additional information through Internal Market Movement Information removes the need for a final supplementary declaration.

Assign an owner and cover for absences, keep submission confirmations beside the movement records, and reconcile delivered goods against the supplier documents. Choose this route only if that routine is workable. Frequent deliveries may make a repeatable workflow useful, but unresolved ownership, document gaps or an unclear haulier handover are reasons to fix the process before switching.

Frequently asked questions

Does UKIMS authorisation automatically include EIDR?

No. UKIMS-EIDR has an additional authorisation process. Check whether your existing simplified customs EIDR, Trader Support Service or parcel carrier arrangement already supports entry in records.

Can I use UKIMS-EIDR for customers’ goods?

No. HMRC says UKIMS-EIDR cannot be used for goods that are not your own. Intermediaries should consider EIDR under simplified customs declaration processes.

Do I still need a goods movement reference?

At a Goods Vehicle Movement Service port, yes. Agree who creates it and whether the consignment handover needs your local reference or, with a presentation waiver, your associated XI EORI.

When is UKIMS-EIDR post-movement information due?

On or before the 10th calendar day of the following month. Normally use the entry-in-records date; where a C21 was completed, use the customs acceptance date.
