Can I use UKIMS before approval?

You cannot use UKIMS while approval is pending or for goods moved before your authorisation date. Later approval does not cover earlier movements. If risk treatment was mistaken, check whether repayment or an underpayment correction is appropriate. Ask Cambridge China Bridge to help organise the shipment records.

Check the authorisation date before using UKIMS

HMRC says UKIMS authorisation can only be used for goods moved on or after the date you are authorised. An application acknowledgement is not authority to use the scheme. Before instructing your broker, compare the authorisation confirmation with the movement records. Ask the broker to flag any uncertainty about which movement date applies.

Separate earlier movements from future shipments

Do not ask your broker to apply a newly approved UKIMS authorisation to earlier movements. Make a shipment register showing the movement date, declaration reference, declared risk treatment and authorisation date. For wider route planning, see Northern Ireland versus Great Britain imports. Keep the date check separate from the question of whether the goods otherwise qualify.

Pending approval does not settle every risk decision

HMRC also provides a route for goods to be treated as ‘not at risk’ based on the applicable duties, without UKIMS authorisation. Ask your broker to assess whether that route fits the shipment rather than assuming pending approval means every consignment must be ‘at risk’. For goods sent directly from China, use our direct Northern Ireland import guide alongside that assessment.

If goods were mistakenly treated as ‘at risk’

If you failed to move goods as ‘not at risk’ by mistake, HMRC says you may be able to apply for repayment. For a claim relying on UKIMS, provide the letter or email confirming authorisation and check that the movement was covered by its start date. Repayment is not a way to extend authorisation backwards. Prepare the file using our overpaid duty guide.

If goods were mistakenly treated as ‘not at risk’

HMRC says to apply for a voluntary clearance amendment for underpayment when goods were moved as ‘not at risk’ by mistake. Ask your broker to review the declaration, explain the error and confirm the correction submitted. Use our declaration correction guide to organise the review. Keep the original declaration, supporting shipment records and the correction outcome together.

Frequently asked questions

Can I use UKIMS while my application is pending?

No. You can only use UKIMS authorisation for goods moved on or after the date you are authorised. Ask your broker to check any separate duty-based ‘not at risk’ route.

Does UKIMS approval cover earlier shipments?

No. Later approval does not make earlier movements eligible under that authorisation. Compare the movement date with the authorisation date before seeking a correction.

Can I reclaim duty after a wrong ‘at risk’ declaration?

You may be able to apply for repayment if the treatment was mistaken. For a UKIMS-based claim, HMRC requires the authorisation confirmation letter or email; check that its start date covered the movement.

What if my broker wrongly used ‘not at risk’?

HMRC says to apply for a voluntary clearance amendment for underpayment. Ask the broker to review the declaration and keep evidence of the correction outcome.
