Importing from China to Northern Ireland

Before importing directly from China into Northern Ireland, agree the importer, customs declarations, tariff treatment and product compliance route. Define the route and the intended market

Give your broker the actual route: China directly into Northern Ireland, including any transit ports. State where the goods will be sold, used or processed, and whether customers might move them onwards. Ask for a written clearance plan for that route before accepting the freight quote.

Great Britain means England, Scotland and Wales. Northern Ireland has a different product-rule position: under the Windsor Framework, relevant EU rules relating to manufactured products apply there. Prepare separate market checklists if you intend to supply both.

Check the tariff and customs risk status

Goods classified as ‘at risk’ of onward movement to the EU attract the applicable EU duty rate. A Northern Ireland delivery address alone is not a sound basis for your costing. Ask the broker to compare the applicable tariffs and explain the proposed risk classification in writing.

Ask whether the UK Internal Market Scheme is relevant to your shipment, and have the broker check authorisation, tariff differences, trade remedies, final use and any processing. Request the basis for the answer rather than accepting ‘the goods are staying here’. Start with the commodity-code guide, then obtain a Northern Ireland-specific calculation.

Agree who handles each declaration

HMRC says declarations must be completed correctly so that the right tariff treatment is applied. Name the importer and the customs representative, and ask the representative to confirm which customs registration number and authorisations they will use. Do this before the supplier finalises shipping documents.

Ask who will arrange the import declaration, the safety and security filing, duty and import VAT accounting, and release at the arrival port. Have the forwarder confirm its service covers direct imports from China into Northern Ireland. Check product rules before approving labels

Not all products must bear a conformity marking. Identify the product category before discussing CE, UKCA or other marks. Ask the compliance reviewer to specify the Northern Ireland assessment route, any required assessment body, and the documents and labels for your exact model. Send the reviewer the intended use, materials, components and proposed artwork. Ask for an explicit answer on whether the factory's existing evidence supports Northern Ireland supply. For food, plants, animal products, chemicals or other specialist goods, request a separate category review covering entry controls and the proposed arrival port.

Make the order conditional on a complete file

Before committing to bulk production, assemble the broker's clearance plan, tariff calculation, compliance review, approved specification and label artwork. Match test reports to the actual model and configuration. Put unresolved points back to the factory before approving production or paying the balance.

Keep customs evidence and product evidence together, but review them separately: a broker's tariff calculation does not answer whether a test report covers your model.
