Certificate of Origin From China: CCPIT and Customs

A certificate of origin certifies the origin of specified goods. CCPIT, authorised local trade promotion bodies and Chinese customs issue certificates within their remit. Non-preferential certificates support origin checks; preferential certificates support eligible tariff claims under an applicable agreement.

What does a certificate of origin from China prove?

It certifies the origin of the goods described on the certificate. Buying from a Chinese supplier or shipping from a Chinese port does not, by itself, establish Chinese origin.

Whether you are buying equipment privately or importing commercially, first establish who requires the certificate and for what purpose. Check customs requirements, purchasing conditions and bank documentary requirements separately.

Use the certificate as origin evidence. Arrange product testing and safety checks separately, and confirm eligibility before claiming preferential duty treatment.

Who issues it: CCPIT or Chinese customs?

CCPIT is the China Council for the Promotion of International Trade. CCPIT and its authorised local issuing bodies issue non-preferential and preferential certificates within their authorised scope. Chinese customs also issues certificates, including preferential certificates under applicable trade agreements.

Ask the supplier to confirm the certificate type and whether the proposed issuing body is authorised to issue it.

Choose the certificate by purpose and destination
DocumentChinese issuing routeWhat the importer should check
Non-preferential certificate of originCCPIT or authorised local trade promotion councils; Chinese customs also issues non-preferential certificates.Whether destination customs, the buyer or the bank requires it, and whether a particular issuer is specified.
Preferential certificate of originChinese customs or an authorised CCPIT issuing body, depending on the agreement and certificate.Whether an applicable agreement covers the goods, its origin conditions are met and the required proof is accepted.
Origin declaration under an agreementAn eligible exporter may make a declaration where the agreement permits it.The agreement's conditions; a supplier's informal statement is not automatically valid preferential proof.

When does an importer actually need one?

For customs, check the destination's rules for the product and import procedure. Origin can affect trade remedies and other trade-policy measures. Check whether documentary proof is required and which form is accepted.

For a commercial contract, check the buyer's documentary requirements separately from customs requirements. Specify the required issuer and format before the supplier applies.

For a letter of credit, confirm the documentary requirements with the bank. ICC Opinion R899 explains that a required certificate must certify origin; where the credit requires a specific form, that form must be presented.

The EU applies its own non-preferential origin rules and uses origin for measures including anti-dumping and countervailing duties. A certificate issued in China does not determine how the destination applies its own origin rules.

How does the Chinese supplier apply?

Confirm the destination, product and purpose first. Send the supplier any written requirements from your customs agent, buyer or bank before it selects a certificate.

For the CCPIT route, the applicant registers an account, links it to the enterprise and submits product information for pre-review. After product approval, it selects the certificate type, enters the basic and goods information and provides the supporting information or documents required by the system.

For the customs route, the applicant selects the certificate in the customs online service, enters the basic and goods information, submits it and checks the review response. Incorrect information must be corrected and resubmitted. Approved certificates can be printed through supported arrangements.

Ask to check a draft against the commercial invoice and packing list. Check the parties, goods, quantities, invoice reference, destination and stated origin wherever the form requires them. Keep the issued document and supporting records.

What does it cost, and how long does it take?

Chinese customs lists its certificate-issuance service as free of charge. Its published review period is 2 working days from acceptance, excluding time needed for investigation and verification. This is a review deadline, not a certificate-delivery guarantee.

Confirm the issuing body's current service arrangements separately. If the supplier or an agent quotes a handling charge, request an itemised breakdown and confirm application, correction and delivery arrangements before shipment.

UK example: no China FTA preference, but origin still matters

The UK has no free trade agreement with China. GOV.UK lists China among countries traded with on WTO terms. A Chinese certificate of origin therefore does not create a UK–China FTA tariff preference.

Non-preferential origin remains relevant to anti-dumping and countervailing duties. Check the applicable measure and its evidence requirements; a certificate does not itself provide an exemption. Check buyer and letter-of-credit requirements separately.

Keep origin separate from valuation: when using the customs value to calculate import VAT value, include applicable import duties and relevant incidental expenses, avoiding double counting. A certificate of origin does not itself establish a VAT exemption.

For the UK document question, continue with certificates of origin for China imports.

Which narrower guide should you use next?

If the issue is where the goods legally originate, use establishing customs origin for China imports. That guide addresses the underlying origin assessment.

If you need an HMRC origin decision for imports into Great Britain, read when to apply for an advance origin ruling. Northern Ireland uses the Binding Origin Information route. An export certificate and a customs ruling serve different purposes.

Before ordering, ask the supplier for the proposed certificate type and issuer, and ask your destination customs agent or bank to confirm the requirement.

Frequently asked questions

Do I need a certificate for every order from China?

Check the destination customs requirements for your goods, plus any buyer or bank conditions. Do not decide whether a certificate is needed solely from the order size.

Can my supplier issue the certificate itself?

For an officially issued certificate, the supplier applies to an authorised issuing body. A preferential origin declaration is a separate route available where the applicable arrangement permits it.

Is a CCPIT certificate only for non-preferential origin?

No. CCPIT and authorised local bodies also issue preferential certificates within their remit. Confirm the issuing body's authority for the particular agreement and document.

Will a Chinese certificate reduce my import duty?

A preferential certificate can support a claim where the goods and claim meet the applicable arrangement's conditions. A non-preferential certificate does not itself grant tariff preference.

My bank asks for a chamber certificate. Can I send a customs certificate instead?

Ask the bank to confirm acceptability before the supplier applies. Resolve any requirement specifying the issuer or form before substituting a different document.

Does the certificate mean I can ignore anti-dumping duty?

No. Origin can determine whether a trade-remedy measure applies. Check the measure and its evidence requirements; a certificate is not itself an exemption.

The goods leave China through another country. Does that change their origin?

A different shipping route does not by itself establish a different origin. Assess the goods under the destination's applicable origin rules.

Can I check whether a CCPIT certificate is genuine?

CCPIT provides an official certificate-verification service. Use the issuing body's official verification route and compare the result with the document and shipment details.
