Establish why the certificate is requested
UK guidance requires origin to be declared on the customs declaration. That is a different question from whether a separate certificate is needed. Ask your customs agent to check the goods, origin and applicable tariff measures, and identify the document required rather than requesting a certificate simply because the shipment comes from China.

Separate origin evidence from tariff preference
Non-preferential rules determine origin outside preferential agreements. A non-preferential certificate should be treated as evidence of the stated origin, rather than a promise of reduced duty. As explained in our customs documents guide, Chinese-origin goods have no UK trade-agreement preference.
Origin is different from dispatch. Ask where the goods were manufactured and what production supports the stated origin, especially if the exporter is a trading company or materials come from elsewhere. Confirm the commodity code before asking your customs agent to assess the relevant origin rules.
Arrange issuance through the Chinese exporter
Ask the Chinese exporter to arrange issuance and identify the proposed issuing body by its full name. Ask whether the proposed route is through Chinese customs or the China Council for the Promotion of International Trade, then have the requesting customs agent, buyer or bank confirm acceptance before the exporter applies. Do not assume every issuer or certificate format is interchangeable.
Give the exporter the agreed goods description, invoice details, consignee and destination. Request a draft for checking, confirmation of the manufacturing evidence behind the origin claim, and the issuer's verification method. A supplier's own origin statement should not be accepted as the requested issued certificate without checking with the requester.
Validate the issued document against the goods
Compare the certificate with the final invoice, packing list and transport document. Check the exporter, consignee, goods description, quantities, weights where shown, invoice reference and declared origin. An exporter and manufacturer with different names need an explanation and a traceable connection, rather than an automatic rejection.
Find the issuer's verification channel independently. Use the certificate reference to check the record where verification is available, or contact the issuer directly. Check whether the returned details match the document. If anything differs, ask the exporter to arrange a correction through the issuer and send the revised document to the requester before shipment.
Keep origin and product compliance evidence together
Treat a successful authenticity check as confirmation of the document record, rather than a factory inspection or product safety assessment.
