Importing from China to Timor-Leste: Registration
For commercial imports, Timor-Leste's official trade portal says you must first obtain a business certificate from SERVE. Confirm the importer before ordering, then agree a price to your own port and have your local customs broker confirm the final entry. Arrange factory checks and shipment documents through Cambridge China Bridge.
Buying from China for a business? How our UK China sourcing agent service works · China sourcing agent for businesses outside the UK

Start with the importer's business registration
Timor-Leste's official trade portal states that commercial importers must first obtain a business certificate from Serviço de Registo e Verificação Empresarial (SERVE). Before paying a factory, identify the business that will import the goods and ask your local broker to check its registration position.
Send the broker the product description, materials, intended use and proposed packaging. Ask them to confirm the import licence position and any product-specific approvals, testing or labelling needed before production. For the wider purchasing arrangement, see buying from China outside the UK.
Agree a price to your own port
Cambridge China Bridge is a UK-based sourcing company with its own staff in China. We can source from Chinese factories and quote to your named destination port in Timor-Leste. Give us the product specification, quantity, packaging and receiving port so the quotation has a clear scope.
Ask the quote to identify freight, insurance, destination handling and any exclusions. Have your broker budget separately for clearance, applicable duties and taxes, storage and onward delivery. The buy-through-UK-company service explains the purchasing arrangement; agree who invoices you and who provides each shipping document.
Give your local broker the arrival work
Timor-Leste Customs says that in most cases you will have to use a customs broker to process your declaration. Customs describes the broker's work as checking that the correct paperwork has been lodged and that duties, taxes and relevant fees have been paid.
Appoint your own local broker before shipment. Agree responsibility for classification, declaration submission, inspection attendance, payments and cargo collection. Your broker confirms the final entry. If you also buy for neighbouring markets, use the separate Indonesia guide and Australia guide for those shipments.
Prepare the documents at the China end
We coordinate the commercial invoice and packing list with the factory and agreed seller. Check the buyer and seller names, product descriptions, values, currency, package counts, weights and shipping terms against the actual order. Send drafts to your broker before dispatch and resolve mismatches before approving shipment.
Where agreed for your order, we arrange a certificate of origin and collect relevant factory test reports or commission testing. Match reports to the exact model, materials and configuration. Ask the broker which documents and formats they need, and coordinate the transport document with the forwarder. A supplier's report should be checked before you rely on it.

Check the supplier and inspect before shipment
Our China staff check the supplier's business identity, production location and whether it makes the proposed goods or buys them elsewhere. We compare samples with the written specification, discuss production capability and record any subcontracting. Agree acceptance criteria and approve packaging artwork before production.
Before shipment, we inspect agreed samples from the finished order for workmanship, dimensions, function, quantities, labels and packing. We report defects with photographs and agree corrective action before shipment approval. Factory audits and inspections are usually included in the quote; complex checks that need a third party are charged separately and agreed in advance.
