Start with importer registration
Samoa Customs lists the requirements for registering new importers and exporters: complete the importer/exporter form, provide valid identification, a copy of the business licence for commercial purposes and a copy of the bill of lading. Its published list calls the shipping document a “bill of landing”.
Before committing to a factory order, ask your own Samoa customs broker to confirm your registration status and how to coordinate registration with the shipping documents. Agree whose name will appear as importer and consignee. The overseas buying guide explains the wider purchasing arrangement.
Resolve product and packaging questions before production
Send your broker the product specification, intended use, materials, proposed labels and packaging details. Ask them to identify any product approvals, certification, labelling or biosecurity checks applicable to your order, and obtain written instructions before approving production.
The government’s biosecurity guidance says documentation for products imported or sent to Samoa must be provided to the Biosecurity Samoa Main Office. Ask your broker to coordinate the relevant paperwork. For orders destined for other markets, use the separate New Zealand guide and Australia guide.
Define the port quote and your broker’s arrival work
Cambridge China Bridge can quote for sourcing and shipment to your named Samoa port. Agree the delivery term and identify freight, insurance arrangements and included destination charges. Ask for a separate allowance for brokerage, applicable duties and taxes, port handling, inspections and onward delivery.
Appoint your own broker to handle the arrival declaration, confirm classification and valuation, coordinate applicable payments and arrange clearance. Your broker confirms the final entry and amounts. Our buy-through-UK-company service explains the purchasing route; agree the invoicing seller before documents are prepared.
Agree the document pack before dispatch
The Chinese factory supplies packing details and available test reports for the exact product and configuration. We check those details against the order and prepare the commercial invoice and packing list through the agreed seller. Reconcile descriptions, quantities, carton references, weights and consignee details before sending drafts to your broker.
Ask your broker whether a certificate of origin is needed for your shipment; we coordinate it with the Chinese exporter where requested. Agree any additional testing or certificates before production. Arrange the carrier’s bill of lading and have the broker review the complete document pack before dispatch.

Check the supplier and inspect against the Samoa brief
Our own staff in China check the supplier’s identity, production location and ability to make your specification. Agree the approved sample, materials, functions, packaging and acceptance criteria before production. Give us your broker’s written instructions so supplier enquiries and inspection use the same brief.
Before shipment, inspect the batch against that brief, including agreed label artwork, carton markings and packaging condition. Request photographs and a defect record, reconcile the inspected cartons with the packing list, and resolve outstanding issues before authorising dispatch. Keep the inspection report with the shipment documents.
