Start with the importer licence check

For a buyer in the Federated States of Micronesia, start with importer licensing. The finance department publishes a business licence application covering importer activity. The form says a separate application should be filed for each class of business. Ask your own broker to confirm the appropriate class and your licensing position before committing to a factory.

Give the broker your buyer details, product description, intended use and receiving port. Request a written checklist for your particular order. Our overseas buying guide explains the wider division between China-side procurement and destination clearance.

Agree a price to your own port

Send us your specification, quantity, packaging brief and named Micronesian port. Through our UK company purchasing service, we can coordinate Chinese factories and quote to your port. Record the shipping term, freight, insurance arrangements, destination charges and the point where responsibility transfers.

Micronesia’s published customs text says that where Customs can reasonably determine the CIF price, import duty is payable on that price. Ask your broker to confirm the valuation and final entry. For freight enquiry questions, use the Australia guide as a planning aid, then obtain a route and charge breakdown for your Micronesian port.

Prepare the documents before dispatch

The factory supplies product descriptions, quantities, packing details and supporting manufacturing records. We coordinate the commercial invoice and packing list with the relevant seller and factory, checking that buyer details, models, values, package counts and weights agree. Give your broker draft documents before shipment, especially where the UK seller and Chinese manufacturer are different parties.

Agree whether a certificate of origin and product test reports are needed for your order. We coordinate the origin document where requested and obtain available reports from the factory, arranging additional testing by agreement. Check that reports identify the actual model and materials. The Philippines guide provides a comparison for planning product-evidence questions; ask your broker for Micronesian instructions.

Check the supplier and inspect in China

Our own staff in China check the supplier’s identity, production location, equipment and ability to make your specification. We establish who manufactures the goods, compare samples with your written brief and record approved materials, dimensions, finish and packaging. Agree who can approve substitutions before production starts.

Before shipment, we inspect against the approved sample and agreed acceptance criteria, checking workmanship, function, quantities, labels and packing as appropriate. We report defects with photographs and arrange agreed corrections and rechecks. Factory audits and inspections are usually included in the quote; complex checks that need a third party are charged separately and agreed in advance.

Give your broker a complete arrival file

Appoint your own customs broker in Micronesia and agree their arrival scope: reviewing classification and valuation, preparing the entry, coordinating applicable payments, answering Customs queries and arranging release and collection. Ask the broker to confirm the final entry and any product-specific documents before dispatch.

Send the agreed invoice, packing list, transport document and any requested origin or testing evidence together. Keep the inspection report available for discrepancies. Obtain a separate arrival budget covering brokerage, terminal handling, possible examination, storage and onward delivery, and identify who authorises additional spending.
