What is an ENS declaration?
An ENS, or entry summary declaration, provides shipment information for safety and security risk assessment before arrival. It is separate from the import declaration used for customs clearance. Confirm who files it and when. You can coordinate factory paperwork with Cambridge China Bridge.

What does an ENS declaration do?
ENS means entry summary declaration, also called a safety and security declaration. Its information helps customs assess incoming cargo for risks, including illicit goods such as drugs and weapons. This guide focuses on shipments entering Great Britain.
Treat safety and security filing and import clearance as separate tasks. An ENS does not replace the import declaration or the arrangements for duty and import VAT. Our UK customs clearance guide covers those arrangements.
Who should you confirm is responsible?
The legal requirement to submit the ENS within the specified time limits lies with the carrier. Ask your forwarder to name the responsible carrier and the party actually submitting the declaration. Do not assume appointing a customs broker for import clearance also includes ENS filing.
Ask for written confirmation that ENS filing is included in the booking, who supplies the shipment data, and who deals with queries. Use our guide to sourcing agents, freight forwarders and customs brokers to clarify the separate appointments.
Agree the data handover before dispatch
Ask the filer for its data checklist and handover deadline for your actual route and transport mode. Have the factory confirm the goods description, package details and weights, then compare these with the invoice, packing list and transport booking. Our customs documents guide explains the underlying paperwork.
Name a contact at the factory and a contact at the forwarder who can resolve discrepancies before dispatch. For consolidated cargo, ask how your consignment is identified in the filing and what confirmation you will receive. Avoid relying on a general message that all shipping paperwork is handled.
Track ENS filing separately from clearance
Keep separate status notes for ENS filing and import clearance. Ask the filer for confirmation linked to your shipment, and ask the broker separately whether the import declaration and tax arrangements are ready. A message saying that customs paperwork is complete should specify which task it covers.
If quantities, routing or transport details change, send the revised information to the filer promptly and ask it to confirm what action is needed. Keep the correspondence with the shipment file. Cambridge China Bridge's staff in China can help coordinate factory documents; agree the carrier, filer and broker responsibilities for the shipment.
