What is an NVOCC? A UK buyer's guide
An NVOCC is a non-vessel-operating common carrier: it offers sea carriage under its own transport contract without operating the ship. It books space with a shipping line and typically issues a house bill of lading to its customer. Check the named carrier and release arrangements with your freight provider. Cambridge China Bridge helps buyers coordinate factory and shipping records.

What the term means in practice
An NVOCC sells sea transport as a carrier while using a shipping line to perform the voyage. You may encounter it when booking consolidated cargo or a complete container. Its role is about the transport service it undertakes, rather than ownership of a vessel.
A freight forwarder may arrange transport as an agent or offer carriage as an NVOCC. Ask which role it takes for your booking. Our sourcing agent, forwarder and customs broker guide explains the wider division of work.
How it sits between you and the shipping line
In a typical arrangement, the NVOCC provides carriage to its customer and books the underlying sea movement with the shipping line. The line operates the vessel service; the NVOCC handles its customer-facing booking and documents. The company quoting you may therefore differ from the company shown on the ship's schedule.
Before accepting the quote, ask for the contracting company's full name, the planned shipping line, the destination release agent and the scope of delivery. If your sourcing provider introduces another company, use our intermediary guide to clarify who instructs it and who handles problems.
Understand the house and master documents
The NVOCC typically issues a house bill of lading for its customer's shipment. The shipping line issues the master bill for the underlying movement. In consolidated cargo, the master document may cover shipments belonging to different buyers, while your house document identifies your consignment.
Request a draft of your transport document before issue. Check the issuer, named carrier, signature capacity, shipper, consignee, cargo description and delivery locations. Ask how the house reference connects to the line's booking or master reference. Our house and master bill guide covers that document chain in more detail.
Confirm how the goods will be released
Ask the NVOCC to explain the release method for your document and confirm who will authorise delivery at destination. If original documents are being surrendered, obtain confirmation from the issuing party. Ask whether the shipping line's release and the destination agent's release are both ready before arranging collection.
Do not treat a scanned house bill or a message saying the cargo has arrived as confirmation that you can collect it. Request written release status, outstanding charges and the collection contact. Use our bill of lading and cargo release guide for the wider release choices.

Check terms and keep a shipment file
Request the booking terms and transport-document terms at quotation stage. Ask where to report damage, missing cargo or a delivery problem, and obtain the applicable claim instructions. A provider's liability insurance does not insure the goods themselves; ask separately whether cargo insurance has been arranged.
Keep the accepted quote, booking confirmation, final invoice, packing list, transport documents and release messages together. Agree separately who handles customs clearance and factory inspection. Cambridge China Bridge's staff in China can help obtain factory records and reconcile them with the shipment details.
Frequently asked questions
Is an NVOCC a shipping line?
An NVOCC offers sea carriage without operating the ship. It books the underlying voyage with a shipping line, which operates the vessel service.
Is an NVOCC the same as a freight forwarder?
A forwarder may arrange transport as an agent or provide carriage as an NVOCC. Ask which role applies to your booking and check the named carrier on the document.
Who issues an NVOCC bill of lading?
The NVOCC typically issues the house bill to its customer. The shipping line issues the master bill for the underlying movement. Ask how your house reference connects to that booking.
Can I collect cargo with a house bill?
Ask the issuer and destination agent to confirm the agreed release method, document status and outstanding charges. A scanned house bill alone is not confirmation that collection is authorised.
