UKCA Marking Explained for Products From China

UKCA is the UK conformity marking for certain products placed on the Great Britain market. It indicates compliance with applicable product requirements. Products from China do not automatically need UKCA: CE remains recognised indefinitely for many goods, while some sectors have separate arrangements.

What is UKCA marking?

UKCA stands for UK Conformity Assessed. It concerns applicable product requirements in Great Britain: England, Scotland and Wales. Manufacturing in China does not, by itself, determine whether a product needs this marking.

Start with the product’s intended use and destination market. A printed logo alone does not establish compliance. For the wider distinction between product marking and management-system certification, read CE, UKCA and ISO explained.

Is CE still accepted, and which goods need marking?

Yes. Legislation continuing recognition of CE marking for many products took effect on 1 October 2024. Recognition continues indefinitely beyond the former 31 December 2024 deadline for the covered regulations. There is no universal CE expiry date for all China imports.

The table gives starting points, not a complete classification. Check every applicable product rule: more than one regulation can apply to a product.

Who is responsible when the manufacturer is in China?

The manufacturer carries the main responsibility for product conformity. A UK-established individual or business placing goods from China on the Great Britain market has importer duties under the applicable product regulations. End users are not usually subject to conformity-marking duties, but professional users putting equipment into service may have additional obligations.

For example, GOV.UK’s electrical-equipment guidance requires importers to check assessment, documentation and marking, provide importer identification, retain records and act on non-compliance. A supplier’s assurance does not replace these checks.

An importer or distributor selling products under their own name or trademark, or modifying them in a way that affects conformity, assumes manufacturer responsibilities. Establish the legal roles before approving a private-label order.

What should be completed before supply?

Conformity assessment: identify applicable regulations and the permitted route. Self-declaration is available for some products; others require a conformity assessment body recognised for the relevant product and route.

Technical file: ensure the manufacturer prepares the documentation required for the actual model, including applicable design information, risk assessments and test reports.

Declaration: obtain the declaration required by the product rules and marking route, identifying the product and applicable legislation. Check that it is signed by an authorised signatory. Some sectors require a different type of declaration.

Marking: approve the correct artwork and placement after the conformity work. Confirm the permitted location under the product rules.

Importer details: check whether the product must carry the importer’s name, registered trade name or registered trademark and a postal address. Alternatives on packaging or accompanying documents depend on the applicable rules; do not assume they are freely interchangeable for China imports.

As a purchasing check, match model references across the goods, reports, declaration and artwork. GOV.UK’s electrical-equipment guidance also requires importers to ensure easily understandable English instructions accompany the equipment and to retain the required records. If your first shipment already has a marking problem, use the wrong CE or UKCA mark on the first batch guide.

What changes for Northern Ireland and UKNI?

Northern Ireland follows relevant EU product rules. For products requiring CE marking, UKCA alone is insufficient. CE with UKNI is required when a UK-based Northern Ireland notified body performs mandatory third-party conformity assessment.

UKNI is never used alone. Self-declaration under the applicable CE rules does not itself trigger UKNI, and products bearing CE with UKNI cannot be placed on the EU market.

If stock was ordered with only UKCA, follow the narrower UKCA-only stock and Northern Ireland guide before supplying it there.

What to put in your sourcing brief

Whether you are buying a small order or arranging repeat production, specify the destination market, intended use, exact model, branding and required compliance evidence before approving production.

When briefing Cambridge China Bridge, include existing supplier documents and proposed label artwork. Ask for the quotation to identify who will obtain missing evidence and approve changes, so responsibilities are clear.

Frequently asked questions

Do I have to replace CE with UKCA on goods from China?

Not automatically. Many covered products can continue using a compliant CE route in Great Britain indefinitely. Check the sector and destination market first.

My supplier sent a certificate. Is that enough?

Check what it covers and whether its model matches your goods. Request the applicable declaration and supporting technical evidence; a certificate alone does not establish compliance with every requirement.

Do I always need to pay for third-party certification?

No. The permitted assessment route depends on the product rules. Self-declaration still requires evidence of compliance.

Can I put my importer address only on the shipping carton?

Do not assume so. For electrical equipment imported from China into Great Britain, the importer’s identifying details and postal address must generally be on the equipment. Where this is not possible, they may be on its packaging or in an accompanying document.

Does a small order avoid the rules?

Order size alone does not establish an exemption. Your role, the product and how it is supplied or used determine the requirements.

What if I sell the factory’s product under my own brand?

An importer or distributor placing products on the market under their own name or trademark assumes manufacturer responsibilities. Settle the assessment, documentation and labelling arrangements before ordering.

Can I sell UKCA-only goods in Northern Ireland?

UKCA alone is insufficient for products requiring CE marking in Northern Ireland. Establish the correct CE or CE with UKNI route before supply.
