Teaching lab imports: relief and equipment acceptance
Confirm the laboratory's qualifying use and approval route before shipment, assess duty and VAT relief separately, and agree equipment acceptance before ordering. Keep customs clearance and permission to use the apparatus as separate sign-offs. Coordinate the China-side checks through Cambridge China Bridge.

Define the intended use before seeking approval
Ask HMRC or your customs broker to confirm whether the proposed non-commercial, non-profit education or scientific research qualifies for scientific-instrument duty relief. Write an intended-use statement naming the importing institution, teaching activities, apparatus and location. Flag any proposed commercial work for finance to resolve before shipment. Our university laboratory buying guide explains the broader purchasing and agency choices.
Non-profit status alone does not settle the approval route. Ask HMRC's National Imports Reliefs Unit to confirm whether your university, NHS teaching hospital, approved college, public health laboratory or other organisation needs prior authorisation. Where an application is required, the establishment's head or an authorised representative must apply before import. Assign responsibility for that application while the supplier prepares the equipment specification.
Record duty and VAT decisions separately
Ask HMRC or your customs broker to assess duty relief and import VAT relief separately for the teaching purchase, and confirm how any medical or veterinary research, training, diagnosis or treatment affects eligibility. Ask finance to record its conclusion for each tax, with the supporting use and funding evidence. Avoid a purchase order that simply says 'tax exempt'.
Keep the importing institution consistent across the order, shipping instructions and broker's brief. Give the customs representative clear written instructions identifying the goods on which relief is claimed. Ask the broker to confirm the declaration treatment before dispatch; our customs procedure guide explains how to review that discussion.
Agree a shipment release gate with the factory
Use a shared release checklist linking the relief paperwork to the actual apparatus. Include the approved specification, model, serial identification where available, accessories, invoice description and factory test record. Ask the broker to flag missing relief documents before freight is booked. As a purchasing control, hold dispatch until the tax route and factory acceptance are both resolved.
Define factory acceptance around the teaching task: measurement repeatability, operation with intended samples, controls, supplied accessories and calibration evidence. Agree the test method, pass criteria, defect remedies and payment trigger in writing. Ask Cambridge China Bridge's staff in China to compare the supplied unit and paperwork against that brief.
Check installation before releasing equipment for teaching
Treat customs clearance as a logistics milestone. Give the laboratory's equipment lead a separate release decision covering installation, safe operation and teaching performance. HSE states that equipment whose safety depends on installation must be inspected after installation and before use. Build that inspection into the commissioning plan.
Before supervised commissioning, review the English manual, electrical supply, bench or floor support, ventilation, protective devices and calibration arrangements appropriate to the apparatus. Repeat the agreed performance test after installation and record unresolved defects. Settle support and training arrangements using our installation and commissioning guide.

Keep the relief and acceptance files connected
Maintain a linked equipment file containing the finance decision, approval correspondence where applicable, broker instructions, customs entry, invoice, factory test results and site acceptance record. Name the person who can approve teaching use and the person who reviews changes to the intended use. Keep an unresolved technical defect visible even when import paperwork is complete.
Before considering a loan, sale, transfer or commercial use, ask finance to review the relief position. The existing laboratory guide explains the disposal restrictions and duty consequences. Build that review into the asset-management process so that an equipment move does not bypass the purchasing team's original decision.
Frequently asked questions
Does non-profit teaching qualify for scientific-instrument relief?
Ask HMRC or your customs broker whether the proposed non-commercial, non-profit education qualifies for duty relief. Record the apparatus's intended use and confirm whether your institution needs prior authorisation.
Does duty relief also remove import VAT?
Do not assume duty relief establishes VAT eligibility. Ask HMRC or your customs broker to assess VAT separately and confirm the conditions for the proposed teaching, medical or veterinary research, training, diagnosis or treatment use.
Should we wait for site acceptance before applying for relief?
Arrange any required prior authorisation before import. Agree factory and site acceptance before ordering, then complete site checks after installation.
Can we use the apparatus as soon as customs releases it?
Use a separate laboratory release decision. Complete the planned safety and performance checks; installation-dependent safety requires inspection after installation and before use.
