Import VAT relief on charity-funded NHS equipment
Yes, qualifying equipment bought from China for an NHS hospital can receive import VAT relief under HMRC Notice 701/6. The recipient, goods, funding and intended use must qualify, with eligibility declared at import. Hospital use alone is insufficient. Sourcing support is available from Cambridge China Bridge.

Identify the eligible recipient and purchase route
NHS trusts are eligible bodies. The notice also covers other hospitals operating without profit, non-profit research institutions and specified charitable institutions. Eligibility belongs to the recipient organisation, so record its legal name rather than just the ward receiving the equipment.
An eligible body can buy using charitable or donated funds. Alternatively, a person or organisation can buy qualifying equipment for donation to an NHS trust. Before requesting quotations, agree who purchases, who imports and who receives the donation. For wider budgeting questions, see charity import budgeting.
Check the equipment rather than the hospital address
The equipment categories include medical, scientific, computer, video, sterilising, laboratory and refrigeration equipment. Qualification depends on the actual product and its intended use. A television for a hospital ward is not medical equipment; generic protective equipment is not eligible as equipment under this relief.
Ask the factory for the exact model, technical description and intended function. Send these to the hospital's purchasing and finance teams for review before ordering. Product compliance checks are covered separately in sourcing medical devices and PPE; for university laboratory purchases, see lab equipment for UK university labs.
Trace the funding before committing to the order
For an eligible body's purchase, all purchase funds must be charitable or voluntary donations or contributions. A charity's own funds count as charitable funds. A voluntary donation means the contributor receives nothing in return. NHS funds are not charitable or donated funds.
If a recipient that is not a charity contributes its own resources towards the purchase, the goods cannot be zero-rated under this relief. Do not assume a charity contribution makes a jointly funded purchase eligible. Ask finance to document the full funding route, including any proposed hospital contribution, before approving the order.
Document the main intended use
The listed equipment must be purchased mainly for medical or veterinary research, training, diagnosis or treatment. For mixed use, HMRC says the qualifying main use must be real, substantial and continuing. General administration or leisure use does not qualify.
Ask the department to describe the work the equipment will perform, where it will be located and any shared use. Keep that explanation with the specification and funding evidence. For software, apply the separate rule: purchase by an eligible body solely for medical research, diagnosis or treatment; buying it for donation does not qualify.

Prepare the import declaration before dispatch
The relief applies to qualifying goods imported from outside the UK, including China, when the notice's conditions are met. Importers should lodge the relevant eligibility declaration with HMRC at importation. Use the certificate chart in HMRC's supplement to identify the appropriate declaration.
Before dispatch, give the customs agent the product description, recipient details, funding evidence and intended-use statement. Ask the agent to confirm the declaration arrangements and assess Customs Duty separately. Keep the completed declaration with the order records. Suppliers must retain evidence supporting any supplies they zero-rate.
Frequently asked questions
Can equipment bought from China qualify for NHS import VAT relief?
Yes. Qualifying goods imported from outside the UK can receive relief when the recipient, funding and intended use meet HMRC's conditions and the relevant eligibility declaration is presented at import.
Can NHS funds top up a charity-funded equipment purchase?
If an eligible body that is not a charity contributes its own resources, the purchase cannot be zero-rated under this relief. NHS funds are not charitable or donated funds.
Does all equipment donated to an NHS hospital qualify?
No. The equipment and intended use must qualify. A ward television is not medical equipment, and generic protective equipment is not eligible as equipment under this relief.
What paperwork is needed for import VAT relief?
Prepare the relevant eligibility declaration for presentation to HMRC at import. Use HMRC's certificate chart and give the customs agent supporting recipient, product, funding and intended-use information.
