Buying lab equipment from China for a UK university lab

The two reliefs that decide whether you should import an instrument yourself or buy it from a UK supplier, your institution's competition thresholds, and what you actually give up by ordering direct.

Why the same instrument has two prices

A benchtop centrifuge in a UK catalogue at £2,400 is frequently the same instrument that leaves a Chinese factory for a few hundred pounds. That is not a scandal — a distributor is carrying stock, warranty, support and the cost of being reachable — but the size of the gap in laboratory equipment is unusual, and for a group whose equipment budget is fixed it is the difference between buying the instrument and not buying it.

So the question every lab eventually asks is whether to skip the distributor. The honest answer depends on two pieces of UK tax law that most suppliers will not raise with you, because in a majority of cases they favour importing directly. They are worth understanding before you spend time on quotations.

The relief that makes direct import cheaper than it looks

HMRC allows relief from both Customs Duty and import VAT on scientific instruments and apparatus imported for non-commercial, non-profit scientific research or education. The relief extends to spare parts, components, accessories and the tools used to maintain, calibrate or repair the instrument.

The administrative point that surprises people: universities, NHS teaching hospitals, approved colleges and public health laboratories do not need prior authorisation to use it. Other organisations must apply to the National Imports Reliefs Unit before importing, but a university department does not.

The condition that matters is use. The goods must be for non-commercial, non-profit research or education, and if they are later disposed of in any way other than transfer to another approved establishment or re-export, the duty becomes payable. An instrument bought under this relief and then used for contract work for industry is not what the relief is for.

The practical effect is that a university importing an instrument itself can land it with no duty and no import VAT. Buying the same instrument from a UK supplier is a domestic supply carrying 20% VAT — and since universities are largely exempt or partly exempt for VAT, that is usually a real cost rather than something reclaimed. The relief that makes a UK supplier competitive again

There is a second relief running the other way, and it is the one that decides whether buying from a UK supplier makes sense. Under VAT Notice 701/6, a supply of "relevant goods" to an eligible body can be zero-rated. Relevant goods expressly include laboratory equipment — equipment designed or intended for use in a laboratory — and scientific equipment meaning precision measuring and analytical instruments.

Three conditions have to hold together. The buyer must be an eligible body, which includes research institutions whose activities are not carried on for profit. The goods must be purchased with charitable or donated funds. And they must be used mainly for medical or veterinary research, training, diagnosis or treatment, where "mainly" means real, substantial and continuing use rather than a stated percentage.

That third condition is where most purchases fall out, and it is worth being blunt about it: HMRC is explicit that general biological or environmental research does not qualify. A physics, engineering, materials or general chemistry purchase will not be zero-rated on this route, however scientific the instrument is. A medical school, veterinary school or clinical research group buying with charitable or grant funding often will.

Where it does apply, the supplier needs a written eligibility declaration from you and must keep evidence for HMRC. Your finance office decides whether a purchase qualifies; a supplier who offers to zero-rate without asking for the declaration is a supplier creating a problem for you later.

So which route is cheaper

Put the two together and the answer is usually determinable in a sentence.

If the purchase qualifies for zero-rating — medical or veterinary use, charitable or donated funds, eligible body — a UK supplier is competitive, because no VAT is charged either way and you keep the warranty, the spares route and a counterparty in your own jurisdiction.

If it does not qualify, a straight resale from a UK supplier starts roughly 20% behind, because the relief removes duty and import VAT from your side while a domestic purchase carries VAT you probably cannot recover. That is an argument against resale, though — not against using a UK company. The next section is the way round it.

The third route, and usually the right one

The two routes above are a false choice, and the gap between them is avoidable. HMRC's guidance says you may "use someone else to complete entries on your behalf", provided you give clear written instructions for the goods on which relief is claimed. The relief is claimed on the customs declaration under Customs Procedure Code 40 00 C13.

So your institution can remain the importer of record and keep the duty and import VAT relief, while a UK company does the work: finds and vets the manufacturer, specifies and inspects, arranges freight, instructs the customs entry, and stands behind the warranty and the spare parts afterwards. You get the relief on the value of the goods and a UK counterparty at the same time.

The distinction that makes or breaks it is narrow and worth stating plainly. If a UK company buys the instrument and resells it to you, that company is the importer and your purchase is a domestic supply carrying 20% VAT. If it acts as your agent, you are the importer and the relief is yours. Same instrument, same people, materially different price — and it turns on how the transaction is papered rather than on anything physical.

That is how we would rather work with a university, and it is the model the rest of this business already runs on. Your procurement and finance offices decide whether it suits them, and they should — but it is worth putting on the table, because a supplier who only offers to resell is quietly asking you to pay 20% for the privilege.

What your institution's rules will require

Thresholds differ between universities, so check your own financial regulations rather than assuming. Cambridge publishes its Schedule 1 competition procedures and they are a reasonable illustration of the shape.

Under £5,000 excluding VAT, no competitive quotes are required at all — the head of department can simply buy. Between £5,000 and £100,000, three quotes or proposals are needed. Above £100,000, three proposals with Procurement Services leading. Nothing extra is required for a purchase made through the institution's Marketplace or an existing framework contract, which is the structural advantage the established distributors hold.

Two details that matter more than their size suggests. An official order is required for essentially any purchase — at Cambridge, anything above £100 — so the department raises a purchase order rather than anyone paying a supplier personally and reclaiming. And competition can be dispensed with on stated grounds, including proprietary or patented articles available from one source, and technical compatibility with equipment you already run. If an instrument is genuinely only available from one UK distributor, that is a legitimate route, not a loophole — but it is your procurement office's decision, not the supplier's.

Adding a supplier the institution has not used before is ordinary administration rather than an obstacle. It normally starts with a formal quotation addressed to the institution, alongside evidence that the company is real and its bank details. Ask a prospective supplier for that quotation early: it is the document the department needs to set them up at all.

What you give up by importing directly

The relief makes direct import cheap. It does not make it simple, and the difference is worth pricing honestly rather than discovering.

You become the importer. That means a customs declaration in your institution's name, a commodity code chosen correctly, the relief claimed properly, and someone in the department who owns that process — which is rarely the person who wanted the centrifuge. Customs clearance in the UK sets out what is involved.

You also absorb the failure modes. An instrument that arrives damaged is your problem to prove and pursue, across a language barrier and a seven-hour time difference. A warranty offered by a factory is only worth the cost and time of shipping a heavy item back to China. Spare parts arrive as separate imports, each needing its own declaration. Calibration certificates, if you need traceable ones, are usually not what arrives in the box.

None of this argues against direct import — for a straightforward, robust, well-understood instrument it can be entirely sensible, and plenty of labs do it successfully. It argues for costing it with the support included, and then comparing that number with the UK quotation rather than comparing a bare factory price with a supported one.

Safety and conformity, whichever route you take

Electrical laboratory instruments are normally designed and tested to BS EN 61010-1, the safety standard for electrical equipment for measurement, control and laboratory use. Ask for the test report against it rather than accepting a declaration of conformity on its own: the declaration is the manufacturer's assertion, the report is the evidence behind it.

Expect to satisfy your own safety officer regardless of who imported the instrument. Marking, electrical safety, electromagnetic compatibility and the instruction manual all need to be right, and if your institution is the importer then your institution carries the responsibilities that come with placing the product into use. Whoever supplies it, get warranty terms, the spare-parts route and the calibration position in writing before the order rather than after it. These are the three things that separate an instrument that runs for a decade from one that becomes a very heavy shelf.

Ask for warranty terms, the spare-parts route and the calibration position in writing before the order. Ask whether they will quote zero-rated and on what basis. And ask for a formal quotation addressed to your institution, which is what lets the department set them up as a supplier.
