Supplier wants payment before safety documents
Pause the trial order until the supplier provides evidence for review, directly or confidentially through your chosen specialist. Agree what must be checked before payment and what happens if evidence is missing or unsuitable. Walk away if meaningful review remains blocked. Ask Cambridge China Bridge to coordinate access with the factory.

Find out what payment is supposed to unlock
Ask whether the documents already exist, belong to another customer, or will only be created by testing the trial goods. Request a written explanation identifying the document holder and the reason for restricting access. A confidentiality concern, missing evidence and proposed new testing need different responses.
Tell the supplier that you need an evidence review before committing to production. Ask what it can disclose now and what it can send directly to your chosen reviewer. Do not accept an order confirmation promising unspecified certificates after payment as your review arrangement.
Define the evidence needed before commitment
Give the reviewer the intended use, sales territory and exact product specification. Ask for a document index showing what exists, what is missing, who holds it and which product revision it covers. Use our technical compliance file checklist to define the contents rather than repeating a generic certificate request.
Before paying, have the reviewer examine the available evidence and identify unresolved safety questions, product mismatches and further work. Report references and cover pages can help arrange access, but should not be your final acceptance evidence. Use our test report verification guide for authenticity and product coverage checks.
Offer confidential access that still allows review
Propose a confidentiality agreement with a product specialist chosen by you. Allow the factory or document owner to send complete documents directly to that specialist. Agree the review scope, permitted recipients, secure storage and what findings can be shared with your business. Ask the document holder to authorise direct laboratory confirmation where needed.
Accept redaction only where the reviewer confirms it leaves enough information to assess authenticity, product identity, scope and results. For products within the UKCA or CE regimes in Great Britain, authorities can request compliance documentation at any time. Make provision for disclosure to authorities and check your product-specific record duties before accepting restricted access.
Separate development work from a stock order
If evidence does not yet exist, ask the reviewer to define the testing and assessment needed. Consider a separately agreed sample or development commission, with the specification, laboratory, deliverables, document access and responsibility for failed results recorded before payment. Treat that payment as spending on investigation, without assuming the eventual goods will be acceptable.
For a stock trial, propose payment only after the agreed evidence review is satisfactory. Write down who approves the findings, how gaps will be resolved and what happens if the supplier cannot provide suitable documents. Carry the agreed checks into later production and shipment decisions using our pre-balance payment guide.

Set a clear stopping point
Walk away if the supplier refuses both direct disclosure and confidential specialist review, will not identify the document owner, blocks verification, or offers evidence for a different product without technical justification. Also stop if essential work remains undefined or the supplier demands payment while refusing to agree what happens if the evidence is unsuitable. Record the unresolved reasons.
Continue only when your reviewer has enough access to explain what the evidence supports and what remains outstanding, and you accept a written plan for any further work. Cambridge China Bridge can use its staff in China to coordinate factory access and document requests; keep the approval decision with a named person in your business.
Frequently asked questions
Should I pay a trial order to get safety documents?
Pause a stock order until meaningful evidence review is possible. If documents must be created through new testing, agree a separate development scope and accept that the spending may not lead to a usable product.
What if the supplier says its reports are confidential?
Offer direct disclosure to your chosen specialist under a confidentiality agreement. Agree what the specialist can report to you and how documents can be retained and disclosed to authorities when needed.
Can I accept a redacted safety report?
Only if your reviewer can still assess authenticity, product identity, test scope and results. If redaction hides essential information, request confidential access to the complete report.
When should I walk away from the supplier?
Walk away when meaningful review remains blocked, verification is refused or the evidence cannot be linked to your product. A promise to release unspecified documents after payment does not resolve those gaps.
