Flat 8% duty on polyester staple poplin

Read from the UK Trade Tariff on 2 October 2026, heading 5512 covers woven fabrics containing 85% or more synthetic staple fibres by weight. The polyester branches apply to poplin containing 85% or more polyester staple fibres. Poplin describes the fabric construction; fibre content and whether the fabric is unbleached, bleached, printed or otherwise finished determine the relevant branch.

The relevant lines all carry 8% duty for goods from China. The supplied data shows no anti-dumping or countervailing measures, suspensions or attached import controls. Unbleached and bleached poplin share a commodity code and are shown separately in the table.

Confirm the commodity code using composition evidence and the actual finish. Continuous-filament polyester fabric belongs in heading 5407 rather than this staple-fibre family. For wider heading context, see polyester staple twill fabric.

Specify the poplin construction and washed handle

Specify polyester staple fibre content, plain-weave construction, yarn count, warp and weft density, mass per unit area, usable width and roll length. Approve a sample showing the required fine crosswise rib, opacity and handle. State whether the order is unbleached, bleached, dyed, yarn-dyed or printed, and identify any softener or easy-care finish.

Agree shrinkage, colour fastness to washing and rubbing, pilling and seam performance for the intended garment. Compare the handle before and after washing so a temporary finish does not conceal a different fabric. For sale in Great Britain, textile labelling must show fibre content. For skin-contact uses, ask for colour-specific azo dye test reports from the production lot.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1,200 metres of dyed polyester staple poplin under 5512 19 90 00, invoiced at £6,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £7,200. Duty at 8% is £576. Import VAT at 20% is charged on the customs value plus duty, £7,776, so it is £1,555.20. Import taxes total £2,131.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £576 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Composition and construction: test fibre content and compare yarn, weave, density and weight with the approved sample.

Shade and print: compare rolls under agreed lighting; check print registration, bleeding and variation across the width.

Roll condition: measure usable width and length; inspect for missing threads, reed marks, oil stains, holes and damp packing.

Washed performance: check shrinkage, colour transfer, pilling, handle and seam puckering against the agreed specification.

What goes wrong

A sample can feel smooth while the delivered fabric feels harsh after washing. Narrow usable width reduces cutting yield, shade differences show when panels are joined, and weaving streaks become visible on finished shirts. Retain a signed sample, test production fabric before dispatch and keep roll identities through cutting. Use the quality inspection guide to define acceptance checks.
